The paper considers the problem of automating creation of the switching operations plans in electrical networks. The study analyzes the causes for the failures of attempts to solve it, which have been made for 40 years. Three groups of causes are specified: incompleteness of databases, insufficient formalization of switching technology, non-optimal partition of functions between participants of planning. The achieved overcoming of the first group of causes is noted; the framework for solving the problems of the second group is proposed; the third group is examined. For the second group, the article substantiates the necessity of presenting generalized sequences (scenarios) of the switching operations in a special formalized language, outside the codes of computer programs. The principles of this language and the methods of concretizing formalized scenarios are proposed.

The article focuses on the current state and prospects for the development of tourism and the hospitality industry in the Autonomous Republic of Crimea as a driver of the economic development of the region. The basis for such an understanding of the specifics of the economic development of the peninsula is that in recent years, in the total volume of sales of domestic tourism products in the Russian Federation as a whole, Crimea has steadily retained one of the leading places, while having a significant potential for expanding activities in this area. Thus, it seems reasonable to assume that the further progressive development of tourism and recreation will make it possible to consider them as an independent intersectoral economic complex, opening up the possibility of reaching the level of world trends in tourism. At the same time, there are a number of factors hindering the development of regional economy in these directions. Among them one of the main factor, in our opinion, is the fact that the hospitality industry, which includes the tourism and recreational sector, the sector of related services and all that provides infrastructure is a highly energyintensive industry, due to which its effective development and competitiveness are largely determined by the state of the local energy sector. Taking into account the hydrological features of the Crimea, as well as its location in a seismically active zone, which does not allow the construction of nuclear power plants on the peninsula, the object of the study, the results of which served the material for this article, was the level of energy supply for business entities and the population, the search for opportunities to optimize the use of non-standard ( renewable) sources of electricity, as well as the identification of possible sources and mechanisms for financing the construction of relevant energy supply facilities.
Until recently, the problem of car service was largely ignored both in practice and in scientific circles, as evidenced by the lack of publications related to this area. Nevertheless, in recent years, the automotive services sector has been rapidly expanding, which is facilitated by the growth in the number of vehicle owners, the growing demand for maintenance and repair services, as well as the preference for affordable and convenient car maintenance options. There has been steady progress in the industry over the years due to the increase in the number of cars on the roads and the need for maintenance and repair services. While competition and changing customer needs pose challenges, at the same time there are many opportunities for those who will be able to offer competitive development strategies.
The article presents the features of the competitiveness of the car service market through marketing tools. The characteristic of the degree of consumer behavior in the market of car service services in the Russian Federation is given. The volume of the Russian market of car service services is analyzed. The distribution of the volume of the car service market by federal districts of the Russian Federation is given. Measures are proposed to increase competitiveness in the field of car service services.
The article presents an analysis of various approaches to the assessment of innovative potential in relation to the targets of state support for the development of innovations, including the possibilities of public-private partnership. It was revealed that most of the existing approaches do not take into account the need to influence business structures differently depending on what level of innovative potential they have and how effectively this potential is used. At the same time, the significance of the proposed innovations in the current conditions of sanctions and restrictions is not taken into account. The article presents methodological approaches to differentiation of the assessment of innovative potential and the level of its use, and rethinking on the basis of this logical scheme for choosing areas of state support for innovative activities of entrepreneurial structures.
Lean production is the dominant direction of transformations taking place in industrial enterprises. The benefits of lean manufacturing come from streamlining resource flows, increasing productivity, eliminating waste, and reducing delays. This article discusses the problem of optimizing current assets based on the Cauchy model. The subject of the study is the change in the system of current assets management, taking into account their composition, structure, cyclicality in terms of lean production. The purpose of this article is to consider the constructed model for managing changes in current assets. The methodological basis of this study is an interdisciplinary approach. The findings of the study can be used both to develop the assessment and optimization of current assets at enterprises that switch to lean production and create a "smart factory".
The article discusses the issues of ensuring the sustainable development of retail companies from the perspective of implementing innovative projects in modern changing conditions. The main methods used in the development of innovative projects in retail are considered. The main directions of the implementation of innovative projects in the industry are investigated on the example of a domestic company. Modern ways of increasing the innovative potential of the company are proposed. It is recommended to use innovations in the activities of grocery retail as a way to optimize business processes, which, as a result, allows reducing the costs of performing certain tasks and speeding up obtaining the desired result.
The consequences of the geopolitical crisis and «endless» sanctions affected the development of all sectors of the Russian economy, including the banking sector, which suffered a significant blow. The relevance of the article is due to the development of a set of solutions aimed at achieving the goals of «Russification» of modern banking business, but taking into account world standards. The aim of the study was to develop measures to prevent (up to leveling) the impact of sanctions and geopolitical restrictions on the banking business based on monitoring the current situation in the banking system, the quantitative and qualitative parameters of which are currently being formed. The scientific novelty of the work lies in the assessment of the influence of geopolitical trends on modern banking business. The methodological component includes an assessment of the change in the vector of banking services in modern conditions, a qualitative assessment of the problems of the banking business. As a result, measures are being developed to address these problems. The conclusion is made about the priority of evolving their own directions for the development of the banking business.

Thanks to the work of artificial intelligence, business gets a real basis for making correct and operational decisions. And this allows us to improve and develop business processes, increase profitability. Goal. The study is based on the analysis of the basic concepts that are closely related to the problem of research, as well as the risks and threats of artificial intelligence within the business. The work revealed the experience of Russian brands in the development of artificial intelligence in business and the huge contribution of artificial intelligence to the economy. And also the problem of artificial intelligence control is analyzed – this is a task in the field of technology and philosophy of artificial intelligence. The goal is to create an artificial superintelligence that will be useful to people, and at the same time avoid unintentional creation of a superintelligence that will cause harm. According to the results of the conducted research, it can be concluded that artificial intelligence has huge opportunities in solving business problems. Artificial intelligence will bring many advantages to all spheres of society. Artificial intelligence-based technologies help to increase efficiency and productivity by automating processes and tasks that were previously performed by people. Artificial intelligence is also able to interpret volumes of data that a person cannot interpret.
The article studies individual instruments of stimulating the accelerated development of the subjects of the Russian Federation. It has been established that among these tools the individual programs of socioeconomic development of the subjects of the Russian Federation are aimed to the greatest extent at reducing inter-regional inequality by stimulating the accelerated development of the most lagging regions. In this regard, the specifics of individual programs are considered in detail, and the directions of their improvement are proposed.
The article analyzes current issues of the impact on the tourism industry of the North Caucasus macro-region of the consequences of the COVID-19 pandemic and the imposed sanctions against the Russian Federation. As the first hypothesis of the study, the authors assume that the imposed economic sanctions had more negative impact than the coronavirus pandemic. The second hypothesis of this study is the possibility of positive consequences of crises, since the cyclical development of economic processes indicates that the crisis phenomenon is traditionally followed by a rise.
Human capital is both the main factor of economic development and the goal of the society. Education, culture and healthcare form the foundation for the growth and development of human capital, which contributes to the growth of labor productivity, social progress and economic recovery. It is especially significant in the regional dimension from the position of overcoming the imbalances of social and economic development of individual territories of the country. The article analyzes the main components of human capital, assesses the factors determining the possibility of accumulation and development of regional human capital. The results of the research helped identify creative and cultural capital as a part of main elements of human capital and justify the priority of regional programs in ensuring its development.
The issues of functioning and development of the labor market are particularly relevant in modern socio-economic and geopolitical conditions of financial and economic activity. The influence of various external and internal factors, the emergence of new threats and challenges necessitate the study of ongoing changes and the formation of an effective set of tools and methods for the development of the labor market. The coronavirus pandemic and the introduction of unilateral sanctions against the Russian economy by a number of foreign countries have become one of the most serious negative factors that have influenced the state and trends in the development of the Russian labor market over the past 5 years. The article studies the dynamics of indicators reflecting the levels of employment and unemployment, wages, the number of organizations, small and medium-sized businesses, individual entrepreneurs for 2017–2021. The information base for the research is the official websites of the Federal State Statistics Service, the Federal Tax Service, the results of the work of scientists, researchers and experts in this field. The authors note and assess the nature and extent of the impact of the coronavirus pandemic on the Russian labor market. A decrease in the employment rate, an increase in the unemployment rate, and a slowdown in the growth of monetary incomes of the population in 2020 were revealed. The introduction of coronavirus restrictions also led to a decrease in the economic and investment activity of the population and economic entities as a whole. The key role in solving the problems that have arisen in the conditions of the impact of the coronavirus pandemic on the labor market is played by the state, developed and implemented targeted support measures. According to the results of the study, the authors made the conclusions and recommendations.
The introduction and development of digital technologies has led to a market transformation, which, in turn, requires entrepreneurs to reconsider their business models and realize new business development prospects. Research shows that Russian companies are steadily increasing their digital potential. Digitalization affects financial markets and transforms their individual segments, including the insurance market. Issues of a debatable nature on the use of end-to-end technologies in insurance require clarification and the development of new approaches. Research materials and methods include analysis of the state, problems and prospects for the development of end-to-end technologies in insurance, which necessitated the use of methods of horizontal and vertical analysis, comparison, observation and others. Digitalization for the insurance market is an opportunity for a qualitative breakthrough. The use of new technologies in the digital economy will affect the insurance industry without changing its economic essence. In addition, the digitalization of insurance activity is accompanied by significant innovations that increase the efficiency of the previous one, and the development of new insurance programs within the framework of digitalization in order to transform insurance. The most common end–to-end technologies in insurance are "smart" technology – telematics, artificial intelligence, Big Data and Machine Learning, blockchain and others. The role and directions of using end-to-end technologies in insurance are substantiated. It has been established that insurance is a necessary tool for maintaining the stability of society, changes in the structure of this industry have been identified, which made it possible to make an assumption about the willingness of the population to use these services. The rating assessment of the digital maturity of insurance companies revealed the top five in terms of the digitalization of insurance services. The scientific novelty of the work consists in substantiating the use of end-to-end technologies in insurance in order to increase the efficiency of insurers, minimize risks, reduce transaction costs, increase profits and speed of interaction with the market.
Today the market of medical devices is represented by a wide range of implantable products used in the field of traumatology and orthopedics. This segment is currently developing dynamically and is one of the most significant in the healthcare industry. The current situation in the joint replacement market favors the entry into the market and the strengthening of domestic manufacturers on it. The sanctions pressure both makes troubles and helps the domestic producer. Today we can already say that the technologies that have been developed and are being developed in our country in the field of joint replacement deserve attention: there are developments that allow increasing the service life of endoprostheses compared to imported analogues. The industry of endoprosthesis production in the Russian Federation is at the initial stage, there is an increase in projects requiring investment and the formation of production capacities. The state plays an important role, it should create favorable conditions for domestic producers, and thereby contribute to the process of import substitution. In this regard, it is advisable to investigate the current state of the joint replacement market in order to make a decision on the prospects of working on it, taking into account the assessment of the capacity and volume of the joint replacement market.
The purpose of the article is a theoretical consideration of aspects of the development of youth entrepreneurship: medium and small in Russia and in Stavropol Krai. Methods of statistical analysis, generalization and comparison helped explore various aspects of the market of marketing activities of youth entrepreneurship. Empirical methods included personal surveys of managers of small and medium-sized enterprises; authors’ monitoring of the development of youth entrepreneurship. The information obtained allowed to form quantitative and qualitative data on the stated topic. The Covid-19 pandemic has affected all areas of society, with both negative and positive consequences. The trends in marketing activity that have appeared in the Russian market are successfully in demand among young entrepreneurs.
The purpose of the article is to study the features of the existing innovation infrastructure and the prospects for the development of the innovative potential of Stavropol Krai as one of the primary factors of economic growth in the region. To achieve this goal, a thorough analysis of the current state of the innovative component of the regional economy was carried out on the basis of key statistical indicators of innovation activity, the leading social institutions and organizations that have a significant impact on the formation of the innovation climate in the region were identified, the mechanisms of public-private partnership as one of the most effective methods of financial and organizational support for business in the process of innovation activity were carefully considered. As a result of the work done, the distinctive features of the innovation economy in Stavropol Krai and the weakest sectors have been identified, on the basis of which recommendations have been developed for the qualitative stimulation of local manufacturers of knowledgeintensive products, increasing their interest in reorienting business from traditional development models to innovative ones, increasing the level of innovation literacy among the population and, as a consequence, their confidence in innovation-oriented business. The data obtained made it possible to predict the state of the main indicators of innovative development of Stavropol Krai for a period of up to three years, which indicates the presence of a significant potential of the region with competent management of available resources and support from the state. The high relevance of the research is due to the importance of creating an extensive and well-functioning innovation infrastructure in Stavropol Krai, stimulating innovative business activity and achieving a high level of public confidence in innovative transformations as key drivers of economic recovery and improving the well-being of the region as a whole.
In the Russian Federation, scientific research and development are the basis of innovative and investment development of the country. In this regard, the article analyzes the dynamics of indicators of research activity in Russia from 2010 to 2021. Analytical data on the number of organizations implementing research processes and engaged in experimental design developments, qualitative and quantitative characteristics of personnel involved in scientific activities, as well as features of financing research work, allowing to identify problem areas of dynamic development of innovative processes in the country. Within the framework of the study, a quantitative empirical study was organized and performed based on the use of economic and statistical tools: comparison, dynamic series method, index method, graphical modeling, etc. The choice of specific techniques and methods is due to the real interrelation of the phenomena and processes under consideration. The study is based on the analysis of statistical data presented in Russian statistical yearbooks. As a part of the study of national innovation processes in 2010–2021, an increase in the number of organizations performing research and development in various areas of the economy was noted. The results of the analysis revealed a positive trend of state support for young scientists and researchers in the country. However, insufficient effectiveness of the state policy in the field of scientific potential formation at the level of universities, academies and institutes was noted. An assessment of the structure of R&D financing in the Russian Federation indicates that the main source of investment is the state budget and annually accounts for more than 60% of the total cost. At the same time, the statistical data clearly reflected the deterioration of the investment climate under the sanctions of 2020–2021. The results of the study revealed a significant fluctuation in the indicators of research and development activities in the Russian Federation in 2010–2021. At the same time, it was noted that there are prerequisites for ensuring positive dynamics of national innovation processes.
The article deals with the problem of the unrecognized state of the Republic of South Ossetia and its existence in the conditions of international isolation. It was noted that the Russian Federation, within the framework of agreements on cooperation and mutual assistance, provides more than 80% of the financial assistance to the Republic of South Ossetia, including for the strategic goals of the socio-economic development of the young state. At the first stage of the study the financial mechanism as a way to create favorable conditions for the realization of goals and objectives of socio-economic development with the participation of the Russian Federation of the Republic of South Ossetia in conditions of international isolation is considered. At the second stage of the study, an assessment of the contribution of the financial assistance of the Russian Federation to some indicators reflecting the phenomena and processes taking place in the economic and social life of the republic was made.
The article analyzes the current state of Russian dairy industry under sanctions pressure. The factors influencing the level of food independence of the dairy industry are determined. The criteria of technological dependence of Russian dairy industry on foreign manufacturers of equipment and technology are considered. Various measures of state support, which should increase the level of food independence of Russia in terms of dairy products, and reduce the dependence of domestic companies on foreign production equipment and technology, are proposed.
The article discusses the concept and composition of natural gas, its significance, localization, production and consumption in regional economic systems on the territory of the Russian Federation. The role of the gas industry in national economy is presented, the classification of natural gas applications and possible forms of its use as a final product is presented, the problems of optimal strategy planning and tactics for the development of the entire Russian gas complex are actualized. The subject of the study is the current state of the natural gas market, regional aspects of its consumption. In the course of studying the current state and use of natural gas in the Russian economy, we applied theoretical research methods: analysis, synthesis, comparison, generalization. Possible growth points, the development of production infrastructure, logistics and the use of natural gas in the territory of the Russian Federation were discovered. Based on the results of the study, it can be concluded, that scientifically based forecasting of future demand for natural gas, which has consumer value, contributes to more efficient infrastructure planning.
PEDAGOGIC SCIENCES
The article includes social and ideological presuppositions that actualize the necessity to form the social responsibility among the students in the conditions of the rapidly changing society. The study specifies the vectors to explore the process of the formation the social responsibility as a phenomenon of socio-cultural personal development where the values of the historically verified social experience and modern life-meaning guidelines are manifested. The aim of the article is to identify the level of formation of social responsibility among university students. The methods of research are assessment, synthesis and comparison of the material about the formation process of the social responsibility, a questionnaire, a survey according to the methodology by A. Makhnach, statistical processing of the data obtained during the survey. The results of the analysis demonstrate the formation of social responsibility among university students, the degree of understanding of social responsibility is determined. The results of the survey actualize the necessity to develop scientific and pedagogical ensuring the formation of social responsibility among the students in socio-cultural educational space.
The article discusses the role of a teacher as the subject of the formation of the foundations of students' civic identity. In order to determine the professional and personal characteristics of a teacher, which are necessary for solving the problems of civic education, psychological and pedagogical studies devoted to the definition of the concepts of «identity», «civil identity», «professional and personal portrait of a teacher» have been studied and analyzed. And also, ideas about what features a teacher themselves should have, as a patriot of their profession, conscientious and responsible for the formation of value orientations of the younger generation, are analyzed. The integration of the basic components of the civil position of a teacher has been established: spiritual and moral culture, professional competencies and motivation. Thus, the main components of the teacher's characteristics are revealed, confirming his professional and personal readiness to create the necessary conditions for students to comprehend their «I», as a citizen of Russia. The article substantiates the idea of the leading role of a modern teacher, who is able to act as the subject of the formation of students' civic identity, in an open semi-subjective educational environment. Comparative and integration analysis of the results of scientific-theoretical, methodological works and pedagogical experience in the field of forming the foundations of civic identity among students leads to the conclusion that the social role of the teacher, a priori, is the leading one in solving this educational problem. At the same time, attention is also drawn to the fact that despite numerous studies on this issue, to date, the components of the teacher’s professional and personal readiness to solve the problems of civic education are still poorly understood. It requires further forecasting of the goals and objectives of the teacher training system, as well as constructing models for leveling the professional deficits of teachers in this area of pedagogical activity.
The relevance of the article lies in the study of the understanding of mentoring, from the point of view of the theory and practice of application by managers and menti-teachers in the education system of the Russian Federation. In particular, the topic of applying mentoring in practice, understanding it in theory, as well as studying aspects suitable for domestic education has turned out to be relevant. The article discusses national and foreign theoretical and practical approaches to the scientific foundations of mentoring. There is a review of the latest research in this area. The purpose of this study is to analyze the respondents' answers on the use of mentoring in the practice of a preschool educational organization. The materials and methods were the express questionnaires of the leaders of preschool organizations; the participants were representatives of the Volga region and adjacent territories. The main results obtained in the process of analyzing the respondents' answers led to the conclusion that the resilience of the leader's personality depends on internal motivation and the desire to increase the level of self-education in the context of the globalization of the world space. From this comes the formation of assertive qualities of the personality of the mentor and menti-teachers. The scientific novelty of the study lies in the formation of criteria for the development of mentoring in the system of preschool education in the Russian Federation.
The article presents scientific grounds and the authors’ model of diagnostics and management of aggressive culture of students' personality in «Physical Culture» training process in universities. By conducting a pedagogical experiment, during which the above-mentioned model was tested, its high practical significance in increasing the level of motivation of students was proved, which in turn significantly increases the degree of effectiveness of the learning process and the productive acquisition of knowledge. Significant and positive changes in the quality of learning are based on the revealed relationship between aggressiveness, manifested in the form of activity with both constructive and destructive potential, and motivation.
The aim of this article is to define the essence and content of the concept of «aesthetic culture of fine arts teachers». The relevance of the topic is due to the urgent need of modern education system for teachers of the «new format», who put the idea of educating a comprehensively developed personality of students in the first place. The article reveals the essence of the concepts of «aesthetic culture» and «aesthetic culture of a teacher». The functions of aesthetic culture, the components of aesthetic culture, as well as the factors of its formation are considered.
In connection with the modernization of the professional training of the future teacher, the problem of orientation of modern education to the continuous professional and personal development of the student, the innovative combination of modern technologies and digital tools that contribute to the progress and quality of training and professional education becomes urgent. The purpose of the article is to carry out a theoretical analysis of the phenomenon of a teacher's readiness for continuous professional and personal development, clarify the terminology of related concepts, identify conditions that ensure the effectiveness of the phenomenon under study, and present the results of empirical research. 178 students of Yelets State University took part in the study. The assessment of the future teacher's readiness for continuous professional and personal self-improvement was carried out on the basis of a survey, expert assessments and observation. The revealed effective methods, technologies, means and conditions of training contribute to positive dynamics of the formation of components of the professional and personal development of the future teacher. It is concluded that the decisive moment for the professional and personal development of a future teacher is the establishment of the personal meaning of pedagogical activity.
The formation of the modern pedagogical paradigm has led to significant changes in the activities of general education organizations, which affected not only the organization of the education process alone, but also the formation of an organizational culture to meet the needs of the subjects of a school system. The object of the work is to identify, systematize, and scientifically substantiate the system of inclusive values as an integral part of the organizational culture of a general education organization. Inclusive values of the organizational culture of a general education organization are both external parts: equivalence and equality of personality, moral and spiritual values, friendly relations, and internal parts: cooperation, assistance in the development of the learning route. The system of personal and socio-culturally significant categories for "school subjects" includes personal aspects (awareness and significance for a person of the epistemological aspect of the surrounding reality, that is, the perception of atypical people and without them of communication with each other as a new source for observation, collection, analysis of information), and socio-cultural ones (the value of a person educated as a unit of society, taking into account his physical abilities, as well as the benefits brought by their activities; the realization of conditions for the education and development of all people, including those with disabilities, and, as a result, the uniform growth of the intellectual potential of the country among various groups of people; the formation of their own and the adoption of social principles and norms regarding people with disabilities or disabilities, namely their perception as full-fledged members of society). The newness of research is connected with the substantiation and systematization of internal and externally manifested inclusive values as a component of the organizational culture of the school. The theoretical significance of the article is connected with the substantiation of the concept of inclusive values of the organizational culture of a general education organization.
The purpose of the study was to analyze the processes of creation and operation of two private Orthodox educational institutions Non-state educational institution «Holy Assumption Orthodox Gymnasium of the city of Stavropol, Stavropol and Vladikavkaz Diocese of the Orthodox Church» and Private educational institution «Orthodox St. Vladimir Gymnasium» in Stavropol, the implementation of state educational programs, the principles and features of the organization and content of the spiritual and moral development and civil and patriotic education of students, the organization of educational, educational and other activities of leaders, teachers and students of these Orthodox educational institutions of the city of Stavropol. The main materials of all types of educational and upbringing activities of the organizations under study are analyzed: curricula and programs, the ratio of the volumes of compulsory general educational disciplines and programs of subjects of dogmatic content. In-depth interviews were conducted with deputy directors for educational work of the Orthodox general educational institutions in which the study was carried out. The results of the study provide grounds for drawing conclusions about the demand for the creation of private Orthodox educational institutions and the need for support in their development to the level of complete general secondary education. The novelty of the presented work lies in the fact that for the first time the history of creation, activities, ways and results of the development of private Orthodox educational institutions in the city of Stavropol are analyzed, which can contribute to the emergence and implementation of new noble initiatives.
