Abstract

The purpose of the article is to propose measures for the organization and accounting of operations with customer-supplied  raw  materials  in  accordance  with  current  International  Financial  Reporting Standards (IFRS). The materials of the study were examples of accounting for operations with give-and-take raw materials at enterprises of the Russian Federation. The study used analysis, synthesis, induction and deduction as research methods. The procedure for carrying out operations with give-and-take raw materials is actually determined by domestic legislation only in terms of their taxation, and mainly the results of the release of excisable products from such raw materials. Nevertheless, the conduct of such operations in our country is prohibited, yet it is a common phenomenon, including those often encountered in foreign economic activity. The article deals with the organization of operations with raw materials supplied by the customer, accounting and tax accounting of such operations, taking into account certain recommendations of IFRS. The result of the study can be considered a calculation within the framework of a conditional numerical example with a proposal for a variant of accounting for operations with give-and-take raw materials, which provides for all possible options for settlements between payers of income tax and VAT. The result of the study is the possibility of introducing all existing options for settlements between payers of income tax and VAT into the organization of accounting for operations with raw materials, which is clearly demonstrated in the text of the study.

Abstract

Currently one of the main trends, which was largely influenced by the pandemic, is the digital transformation of all spheres of society. The financial sector is highly subject to digital modernization. In this area, both banking products and services that form the final consumer experience and affect their loyalty undergo digital modernization. Therefore, the introduction of digital technologies and digital transformation of business processes is currently a priority for banks. It contributes to their active expansion, reduces the costs, improves the quality and efficiency of banking services and customer loyalty and simplifies the mechanisms for providing services. The development of the banking system based on the use of digital technologies will solve many problems. For example, end-to-end technologies such as machine learning, artificial intelligence, blockchain, P2P lending, robo-advising accelerate technological changes, personalize offers, increase the speed of banking operations, increase the accuracy of calculations, and reduce the risk of deliberate misrepresentation of reporting data. This article defines the types of remote banking services, evaluates their use in Russian banks. Particular attention is paid to the influence of various factors on the development of remote banking services and the introduction of digital technologies, on the emergence of new functions in this area. It was revealed that as a result of the restrictions associated with COVID-19, banks immediately modified relations with customers and converted them to a digital basis.

Abstract

Regions with high incomes have free funds to develop digitalization and maintain the achieved level of digital development. Nevertheless, digital technologies can become helpful for regions with not so high GRP, such as the Tyumen Region, Leningrad Region and Chelyabinsk Region. They were able to firm the conditions for digital growth. In our opinion, this is due to the peculiarities of the regions as the industry developed in the regions under consideration provided the foundation for the development of the digital component since the first automated control systems were the progenitors of digital technologies. As a result, the correlation between the level of GRP and the digital development index was revealed. The article examines GRP indicators of the regions of the Russian Federation (leaders and outsiders) and assesses their socio-economic context. The relevance of this topic is due to the fact that life expectancy of the population is influenced by a large number of factors of a different nature. In this regard, in our country with high regional differentiation both in terms of climatic and socio-economic living conditions of the population, their analysis based on state statistics is of great practical importance. The socio-economic “indicator of the standard of living of the population” is used in the scientific sources, in legislative and legal documents to assess the degree of satisfaction of the physiological, personal and social needs of people in society. The issue is topical since the results obtained from the analysis of socio-economic development data can be used to develop provisions for improving the standard of living of the population in different regions of the country.

Abstract

The process of regions entering a new stage in the transformation of society, the transition to a new level of technological and infrastructural development imposes new requirements for the conditions for the formation and use of human capital, and intensifies competition in the regional labor market. The article studies a topical problem of the regions – the assessment of the level and quality of human capital development in the context of the enormous influence of digital transformation and artificial intelligence. The main goal set by the authors is to assess the level of development of human capital in the regions of the Central Federal District in the context of digital transformation through an integral assessment coefficient, using a quantitative assessment, including an analysis of individual components of the formation of human capital. The study provides formulas to calculate the integral and generalizing coefficient of human capital development in the region as well as a number of specific indicators. All calculations are based on official data from the Federal State Statistics Service and statistical collections of digital economy indicators. The chosen system of aggregated indicators of human capital forms from the standpoint of digitalization made it possible to assess the regions of the Central Federal District and identify the leaders and outsiders among the regions in terms of the level of human capital development. The practical significance of the study lies in the possibility of focusing the regions of the Central Federal District on the results obtained in order to increase the level and quality of human capital and achieve target indicators. The scientific novelty of the research results lies in the instrumental support of the human capital development system in the region in the context of digital transformation.

Abstract

Gas industry plays a significant role in the economy of the Stavropol Krai, providing other industries with necessary natural resources and employment for a significant part of the population. However, in modern conditions, it has a number of problems that hinder its dynamic development. One of them is the final stage of field development, characterized by a decrease in hydrocarbon production, a worn-out state of wells and the in-field transport system. One of the ways to solve these problems is the timely overhaul of wells, which will allow maintaining the level of hydrocarbon production at a given level and save jobs. The implementation of these measures requires significant investments, therefore, when planning the volume and timing of their implementation, it is necessary to give a preliminary technical and economic assessment in order to determine their effectiveness. This study analyzes the major repairs of wells carried out at the fields of the Stavropol Krai over the past ten years, identifies the main causes of well stoppage, determines the consequences for the development of the field from the untimely disposal of wells. The authors analyzed the existing methodology for assessing the economic efficiency of well capital repairs, and proposed additions that allow taking into account not only the stage of field development, but also social consequences due to the refusal to carry out capital repairs of the well.

Abstract

The problem of studying the reasons contributing to the growth of criminalization in the sphere of financial and economic relations is relevant for ensuring economic security. The transformation of socio- economic relations, generated by the active spread of digital services and technologies, leads to the emergence of modern forms of business organization. Against this background, new types of criminal acts appear in the financial and economic environment. They cause significant material damage to the state and society. The state is required to carefully, methodically, purposefully and thoughtfully participate in the processes of preventing criminal manifestations and reducing the harm from their consequences. In the current economic situation, characterized by high turbulence and unpredictability, society needs to implement a balanced state position that, on the one hand, provides effective counteraction to criminalization, and on the other hand, does not suppress entrepreneurial initiative.

Abstract

This work has as its main goal to reveal the influence of the educational complex of the region on the processes of modernization and innovative development of the territory. The perspective of this study is based on the analysis of the dynamics of the socio-cultural potential of the education system in the Karachay-Cherkess Republic as an outsider region in terms of economic development. The methodology of the research is based on the application of the anthroposocietal approach as a modification of the sociocultural direction. In the process of studying the socio-cultural potential of the education system, it was determined that there is no relationship between the level of education of the population of the region and the indicators of the innovative development of the territory. The dominance of traditional attitudes in the worldview orientations of the population and the high level of non-legal practices leads to a situation of securing a formal-normative status for a high level of education of an individual. The results of the study make it possible to develop a set of measures to improve regional development programs using the potential of the education system as a factor that largely determines the dynamics of the modernization process.

Abstract

To implement an effective regional policy in the development of the constituent entities of the Russian Federation, a comprehensive assessment of ongoing processes in the economic and social spheres is necessary, which determines the relevance of the topic of this article. The aim of the study is to study the processes of spatial compression of the municipal districts of the Republic of Bashkortostan in 2016–2020. The authors present a review of foreign and Russian studies on the process of spatial compression due to economic and demographic reasons. It is noted that despite the increase in the number of publications on this topic, the research topic remains poorly studied. The work provides an assessment of the degree of spatial compression of the municipal districts of the Republic of Bashkortostan in 2016–2020 based on the analysis of socio-economic processes, generalization and systematization of facts. The indicators characterizing the processes of spatial compression of territories are analyzed. The study specifies municipal districts, in which the average annual rate of reduction of the resident population is more than two percent per year in the study period, which makes it possible to classify these municipalities as shrinking ones. Further interregional research is needed on this topic in order to develop new approaches and practical tools for managing shrinking territories.

Abstract

Modern market conditions spur successful companies to be at the forefront of IT solutions, as this allows them to constantly enhance business processes. Therefore, advanced technologies are required to build strategic plans and up-to-date forecasts. The solution can be a new business intelligence system with an option to integrate with the existing ones, which leads to difficulties in collecting, analyzing, structuring and visualizing data. We have developed an algorithm for the implementation of a business intelligence system and for this purpose built models in the EPC AS-IS and TO-BE notation. Based on the data from these models and taking into account the uploading of sales data for the last 5 years, we have optimized the structure of the received data and their visualization: it is clear that they are dynamically changing, which will allow you to see the forecast in the mode of constantly changing data. Based on the method of analysis and forecasting of time series, we have identified metrics for forecasting. Using the DAX language, a short-term forecast was made. Presenting and predicting data will enable the decision maker to improve key business processes. The obtained results indicate that the impact of business intelligence with the ability to predict data on the performance of the organization is completely indirect and, therefore, the business value of business intelligence can be created through the use of common terminology and methodologies, as well as close interaction between experts, managers and a business analytics and data scientist team. The authors present a system of balanced performance indicators.

Abstract

The article is devoted to the analysis of modern understanding of the concept of «functional literacy» of students in the conditions of the global information boom. The latter gave rise to a contradiction between the huge amount of accumulated knowledge and the subsequent loss of their significance in favor of the increasing role of skills and abilities to search for the necessary information and operate it to solve the tasks. The study traces the vector of the historical development of the concept of functional literacy, the prerequisites for its appearance, as well as its relevance and significance in different historical periods of time. A parallel is drawn between the concept of literacy in the context of the generally accepted concept of acquired human skills, such as reading, writing, arithmetic, as well as from the point of view of successful functioning of society as a whole and the individual's personal achievements by increasing the level of knowledge and potential in particular. It is based on the research of the Federal Institute for Educational Quality Assessment (Fioko), which is the federal organizer of the PISA Assessment study, the international organization UNESCO (a United Nations agency), the National Agency for the Elimination of Adult Illiteracy (NALA). The concept of «functional literacy» is also reflected in the norms of Federal State Educational Standards. It is defined as an integral component of the foundation of the educational process in Russia, which, in turn, is expressed in the totality of acquired knowledge and skills aimed at the successful realization of a Russian citizen in various aspects of life, whether personal or professional. An educated society guarantees the successful functioning of the state, and the educational process of forming functional literacy ensures it.

Abstract

The article deals with the problems of employment of students after graduation, provides employment schedules for 2021 graduates of Sevastopol State University. The methods of work of the University for solving problems in the field of employment of students and graduates are considered. A model of an individual educational trajectory as a modern method of working with youth is considered. The concept of a «tutor» and their influence on the construction of the career trajectory of students are considered. The authors predict a possible positive effect of the IET model in the educational environment. The Russian system of higher education is one of the largest in the world, and the employment issues are extremely relevant. In the conditions of mass development, the current system of «educational pipe» is not effective due to the dynamically changing labor market. In order to increase the efficiency of the «educational pipe», increase the number of graduates employed in the specialty, which should be both wide and narrow, the education system is in constant search for optimal ways to transform the educational process. We believe that an individual trajectory of employment for each graduate should be introduced into the educational process. In the United States, for example, the standard for many universities is free education, where students study according to open curricula and independently choose courses for study. At Columbia University and the University of Chicago, education is built on the «nuclear program» model. The presented programs imply the formation of an individual employment trajectory for university graduates. In Russian universities, it is also possible to introduce the experience of organizing such methods of training personnel, but taking into account the existing features and difficulties that will be discussed in this study.

Abstract

Civic-patriotic education is a topical area of pedagogical research and pedagogical practice. Despite the constant appeal to this topic, there is a need to establish the effectiveness of the current practice, to identify areas for improving the work. The article is aimed at diagnosing young people's ideas about citizenship and civic engagement as the basis for civic-patriotic education in educational organizations. Surveys of students in schools, technical schools and colleges (a total of 836 people) made it possible to establish the characteristics of civic-patriotic consciousness, feelings, values, actions and deeds. It was revealed that knowledge, values, experiences and activity are presented to varying degrees, and the predominance of passive forms of organization of educational work does not allow us to call its results high. Against the background of the prevalence of positive declarations of citizenship and patriotism, young people find it difficult to fully demonstrate civic activity and find personal meanings in it. Formal civic engagements lead to undesirable results. The values of freedom, creativity and self-realization declared by young people are not reflected in their actual civic activity, and an insufficient orientation towards the values of camaraderie and collectivism does not allow them to provide and feel the help of their peers. Overcoming the identified shortcomings is possible with the optimization of the time limits of formal acts, the widespread use of active forms of work. The development of the value base of citizenship and patriotism of young people needs to increase the activity and awareness of the activities of pupils and teachers.
