Abstract
The article presents a technique for estimating the consumer's contribution to the unbalance level of the negative sequence voltage at the point of common connection. The results of a computational experiment that determine the possibility of using the level of the active component of the distortion power as a criterion of estimation are presented. It is shown that information about the symmetrical componenthe consumers' currents and voltages at the point of common connection is minimal enough to estimatelevel of the consumer's contribution to the voltage asymmetry.

Abstract
The working characteristics of asynchronous motor with squirrel-cage rotor were calculated based on verifying computation. The rated efficiency and power factor were obtained from these results. For this engine, a series of verification calculations for the changed length of the magnetic circuit and the number of stator winding was performed. For various combinations of these parameters were received rated and maximum efficiency and rated power factor. It was found the optimal combination of simulated changes, which differs from the original design solution.

Abstract
The relevance of the study is due to the peculiarities ofthe production and energy-consuming structure of industrial enterprises, affecting the energy efficiency of individual structural units of the enterprise and types of products. In this regard, the article is aimed at the methodology of the organization of the energy audit, in order to develop recommendations for energy saving and rational use offuel and energy resources at the enterprise as separate structural units of the enterprise, and by types ofproducts. The materials of the article are of practical value for practicing energy auditors.

Abstract
The article presents an analysis of the current state of scientific research of the concept ofpersonnel security. The definitions of both Russian and foreign authors are grouped in terms offour approaches: as a process ofprevention of negative impacts on security; as an element of economic security; as a state of security; as a set of different management functions. The author's definition of the considered category is offered, factors are revealed, the main purpose, tasks are formulated, threats and risks of personnel security of the state are defined. In addition, the allocated levels ofpersonnel securityfrom the point of view of degree scale (area) and also from the point of view of the scale of the objectives, timelines and implementation.

Abstract
The state support of the agrarian sphere which is shown in the form of interaction of federal, regional and municipal authorities of the power with farms of various patterns of ownership is determined by opportunities of power structures to influence development of an agricultural. Abstract
Development of a strategy aimed at development of innovative activities set out in a number of priority tasks of economic policy of Russia. In this regard, the experience of developed countries in shaping the innovation environment and stimulation of innovative activity may be complementary in the development ofprograms of innovative development of Russia and development of optimal innovation strategy. Abstract
The article examines the possibility of the influence of cognitive distortions of business level perception in the region on the innovativeness of management decisions. Turning to the works of foreign and domestic scientists, the authors show the most common cognitive distortions in terms of their impact on the perception of innovative enterprises - business entities in the comfort zone. A "slingshot" of economic behavior is projected onto innovative enterprises from the perspective of their perception of cognitive distortions. The hypothesis of the inluence of cognitive distortions on the perception of the level of comfort of doing business is substantiated, which determines the resulting reaction to the action of the «slingshot» of economic behavior and the innovativeness of the administrative decisions taken.

Today, universities are beginning to be considered as drivers of the development of territories, and the internationalization of higher education as an indicator of the competitiveness of the national education system. It is happening in the context of increasing attention to such trends in the development of the modern economy as competitiveness, innovation, productivity, knowledge economy and digital economy. This is also justified by the increase in the number of international students and, as a consequence, the volume of the world market of educational services. Thus, in the short term, it is necessary to build a conceptual model of integrated international educational environment on the basis of the analysis offactual and empirical data. Abstract
The article presents the results of research of theoretical, methodological and practical approaches to the design of market-oriented systems and organizational management structures. The project is designed «System design marketing management LLC «SPA „Donventilyator"», conducted a survey of business leaders for used forms of organizational structures of management and staff survey on the subject of readiness for organizational change. Evaluation of existing organizational structures of management LLC «SPA „Donventilyator"» and PC «Snezhnyanskhimmash» allowed to establish their strengths, weaknesses, and get the results to develop a project for the formation of market-oriented organizational structures. The article presents a mechanism and recommendations for the formation of market-oriented organizational structures with the aim of their systematic interaction with the marketing management system.

Based on the conducted analysis of the activities of the of the Center of the Ministry of Emergency Situations of Russia, the following problems were identified: ineffective work with the media, inadequate information equipment of the official site, lack ofactivity in social networks, inability to fully payfor services electronically, the principle of «Single Window» imperfection of staffing. As the directions for improving the activities of the Center of the Ministry of Emergency Measures of Russia proposes: to optimize advertising costs, to improve the oicial site, the mechanism for providing services using the oicial website and the Single Window principle, and to improve the organization of work.

Abstract
The potential of innovative development of the Stavropol Territory is considered on the basis of the analysis of the dynamics of innovative enterprises, organizations that carry out scientific activities, the number ofpersonnel of such organizations, as well as the results of a sociological survey of the population. The study of the situation shows that the region has a significant superiority in the process of introducing innovations and scientific developments in comparison with neighboring regions, but its role on the all-Russian scale is extremely insignificant. The high potential and readiness of the population for innovative activity, blocked by existing social and economic conditions and regional traditions of management is determined.

Abstract
The article discusses the possibility of reaching a main increase with the use of hybrid equilibrium interbranch balance model. The advantages and disadvantages of each model separately from the point of view of achieving the main rates of development are shown. The conclusion is made about the need for cooperation of models to obtain different types of hybrids that significantly replenish the information and statistical database of macroeconomic systems developing in the main direction.

Abstract
The article aims at creating the simulating model for managing the company's advertising budget. This model is developed using the AnyLogic simulation tool. It is based on the Bass diffusion model, which assumes active usage of communication channels between participants connected. Therefore, the key points of the model are the dependence ofprofit and sales volumes, under the conditions of «inclusion» and «deactivation» of the cost to advertise goods, on the one hand, and the consumers' opinions influencing the decision of potential buyers, on the other hand.

Abstract
This article discusses the process of communication in the General context, as a necessary condition for the development and development of early childhood education, as it is the early age is a sensitive period for the development of speech and personality. Various points of view of domestic authors on the contribution of an adult to the process of communication and its dynamics in accordance with the age-related changes of the child are given. The qualitative components of the process of communication between a child and an adult at the early stages of ontogenetic development are identified. The theoretical analysis of the understanding of the system ofrelations in the family in the concepts of different authors, the result of which was the study of the relationship in the system «parent - child» as a basic platform for familiarization with the world, the primary perception of human speech, familiarization with the world of objects, things and mastering various activities, and the subsequent gradual inclusion in a complex system of human relationships.

Abstract
The article deals with various aspects of understanding of the modern model of the Russian postgraduate school as a level of higher education. The scientific, normative, statistical materials and data revealing the target and functional basis of postgraduate training are analyzed in comparison with the situation ofpostgraduate study in the previous time. The views on the understanding of the status ofresearch qualification work performed by a graduate student are given. The contradiction concerning the available interpretations of the responsibility of the University for the defense of a thesis by a postgraduate student is revealed. Based on the normative documents, the absence ofpreferences among the graduate of graduate students compared to other levels of education is shown. The reasons for the decline in the productivity of graduate school based on the characteristics of the modern contingent of graduate students are analyzed. The features of the dissertation and educational (qualification) approaches to the definition of the essence, goals and functions of the postgraduate study are revealed.

The article presents a theoretical analysis and empirical study of the professional motivation formation among students. The essence of professional motivation is shown and its components - cognitive, affective and conative - are described. The conditions of its formation associated with the components of professional motivation, content and organization of the learning process of students. The article deals with the problem of critical thinking as a core competence of the 21st century. The authors explain the content of the term "critical thinking" and give the system of its intellectual skills. Abstract
The article examines the results ofan empirical study of the motivation ofstudents' academic activity from foreign countries, the impact of foreign students' perception of their own well-being in a different socio-cultural environment on the motivation of their educational activities. It is established that the perception of one's own well-being in an inocultural environment is interconnected with the characteristics of educational motivation and has a pronounced cross-cultural specifics that should be taken into account when dealing with foreign students at a university.
