Abstract

Introduction. This article proposes the use of frequency analysis (monitoring) to solve the problem of determining the actual linear parameters of the power line, as well as determining the location of damage on it (assessing the condition of the power line).
Materials and methods. The proposed method is based on an approach to power transmission lines as lines with distributed parameters using solutions of wave equations and expressions of secondary line parameters.
Results and discussion. The practical implementation of one of the tasks of the frequency method in this article is to determine the location of damage on the long line model in the Multisim program.
Conclusion. Within the framework of this article, a method for estimating the state of a power transmission line using frequency analysis is proposed.

Abstract

The article deals with issues related to the advantages of AC power industry in comparison with the existing AC power industry. As an example, a DC-AC minigrid is considered, which includes: a gas turbine engine, the rotor of which rotates at a frequency of 12000 rpm; high-speed four-pole asynchronous generator with capacitor self-excitation and EMF frequency of about 400 Hz in idle mode; step-up transformer (400 Hz), to the secondary winding of which a rectifier with a filter is connected; DC power lines; a step-down semiconductor DC transformer to which a DC load is connected. Known expressions are given, as well as the results of calculations, which confirm the possibility of a significant improvement in weight, size and technical and economic indicators of DCAC minigrids compared to AC minigrids. Estimated calculations show that the effectiveness of the proposed technical solution depends on the proportion of “hidden” DC consumers and the remoteness of the generator from the load.

Abstract

The study of the influence of higher harmonics on the value of the no-load losses of transformers is carried out. The description of an experimental setup for determining the value of idling losses at various levels of non-sinusoidality and phase ratios of higher harmonics is given. Experimental studies of the influence of the frequency and the initial phase of the higher harmonics in the voltage spectrum on the value of the transformer idling losses have been carried out.

Abstract

Introduction. The article examines the essence of Blockchain technology and the possibilities of its application in the banking sector. The most promising directions for the development of blockchain technology are specified. The basic principles are described, as well as potential risks associated with the safety of using this technology. The relevance of this topic is due to the fact that interest in this technology has increased in the scientific community, which is not surprising, because blockchain reduces the time spent on banking transactions, makes transactions safe and transparent. Goal. The purpose of this article is to analyze the functionality and effectiveness of using blockchain technology to ensure the security of banking operations.
Materials and methods. The research employs the methods of scientific cognition: empirical research (comparison, collection and study of data), comparative research, synthesis of theoretical and practical material. The sources of methodological information are scientific publications related to the subject under study.
Results and discussion. To achieve the goal, the main tasks were identified, namely: to study the theoretical basis, to identify the advantages and disadvantages of the technology, as well as to analyze the effectiveness and safety of using blockchain technology in the banking sector.
Conclusion. Based on the results of the study, it can be concluded that Russian banks effectively use blockchain technology.

Abstract

The relevance of the research topic is due to the need to study the essence of human potential and the possibilities of managing it in the modern economy. In the era of high dynamism and digitalization of society, highly intelligent production, a person and their potential acquire special importance: qualifications, level of professional training, education, skills and experience become one of the factors of production. Thanks to effective management, the search for new approaches to the formation and development of human potential, the correct understanding of its essence, it becomes possible to build a new system of economic development. The purpose of the study is to analyze the essence of human potential in the modern economy and determine its role for effective use in practical activities. Based on the analysis of scientific literature using such methods as analogy, generalization, synthesis and classification, a semantic analysis of various interpretations of the term under study was carried out, which allowed identifying the features of human potential. Comparative analyses in terms of levels of formation and use, approaches to human potential management, the essence of the terms "human potential", "human capital", "human resources" made it possible to determine the role of a person in reproduction, clearly distinguish the differences between the analyzed terms and determine the specifics of human potential management. Scenarios of innovative development of the state under the influence of human potential have been developed, on the basis of which a matrix of the influence of human potential on the innovative activity of the state has been built. The results obtained can be used as the basis for a new economic model of state management due to the effective formation and development of human potential.

Introduction. In modern conditions, the attitude to leadership is changing, due to new requirements for effective leadership, in which the influence of the leader on subordinates and self-development converge. In good times, it's easy to take your company's talent for granted. But do so at your own risk: investing in talent management, or how your organization attracts, retains, and develops its people (sometimes called “talent” or “human capital”), can give your company an edge. Target. Determination of the features and relationship between the concepts of leadership and self-leadership for the formation of an effective personnel management system.
Materials and methods. The study is based on the analysis of literary sources by various methods: monographic - to study the essence and characteristics of effective leadership and self-leadership, principles and approaches to creating a talent management system, their search, recruitment, retention and development in the organization; economic and statistical - to obtain, select and evaluate information about the priorities of leaders and the relationship of effective leadership with performance; induction and deduction - to draw conclusions from the results of the study.
Results and discussion. In the course of the work, the main characteristics of self-leadership and effective leadership were identified. The principles of best practices that are important to use for managing talent and developing self-leadership in them are identified.
Conclusion. Based on the results of the study, it can be concluded that there is a significant relationship between effective leadership, talent management and the overall performance of the organization. It's important to manage and use talent properly, and leaders need to know how to excel. To help build a skilled workforce, leaders can create a culture that puts talent first.

Abstract

The author attempts to form a theoretical and methodological approach to assessing the effectiveness of antimonopoly policy. The article postulates that antimonopoly policy has aspects of state regulation and economic content. State regulation is implemented through the functionality of the Federal Antimonopoly Service. For thirty years, the antimonopoly policy has gone through four main stages and each transformation of the policy was associated with adaptation to changing economic conditions. Аntimonopoly policy aims to develop a competitive environment and this cannot be achieved without evaluating the effectiveness of the policy. Based on the official assessments of the FAS, Rosstat, as well as independent assessments of the World Bank, the author analyzes the relationship (dynamics and closeness of communication) between the performance indicators of the FAS and indicators-signs of competition. As a result of the analysis, indicators for evaluating the effectiveness of antimonopoly policy were identified, as well as signs of cyclical nature of such a policy were identified.

Abstract

The relevance of the study is due to the modern period of development of the financial system and the economy, characterized by the development of digitalization and innovative technologies, the emergence of new financial assets and instruments belonging to the category of digital currencies. The main type of digital financial asset is cryptocurrency, which occupies an increasing share in the architecture of the global and Russian financial system. In Russia, the main prerequisites for the introduction of the digital ruble and the use of a new type of money as one of the instruments of the national monetary policy have been formed. The most important positions of the Bank of Russia are reflected in the Concept of the digital ruble, including its impact on money circulation, the structure of bank balance sheets, the liquidity of the banking sector and the amount of interest rates. At the same time, unresolved and debatable issues of the introduction of digital currencies are of scientific and practical interest. Materials and methods of research of digital currency as a tool of monetary policy of the state determine the expediency of using methods of comparison, observation, formal logic, analysis, synthesis, etc. The advantages of an alternative form of currency to cash and non-cash money are outlined, such as access to a digital wallet through any bank, making payments at uniform tariffs, the ability to use digital currency without Internet access, a high level of security, and reduced transaction costs. Positive effects for the state were noted: transparency of payment services conditions; the ability to use a new form of currency as a tool for controlling cash flows, tracking targeted spending of budget funds, making targeted payments; the ability to optimize the process of returning unspent money and counteract tax evasion. The development of a new payment infrastructure will improve the financial system by creating innovative financial products and services. In order to achieve a positive effect for the national economy from the introduction of the digital ruble, a conclusion has been formulated on the need for a phased transition to a digital national currency, proposals have been developed for the use of mechanisms to smooth its impact on monetary policy.

Abstract

Introduction. A unique situation has developed in the Russian economy and, in particular, in the economy related to information technologies, associated with the introduction of various kinds of prohibitions and restrictions by different states and international structures. During the years of market development, integration into the global industrial and financial processes took place, national sovereignty was lost. The IT sector is strategically important due to the development of the information society and the desire of the state to digitalize the economy. Historically, this industry has been the most susceptible to globalization. Now Russia has a good chance not only to regain sovereignty in this industry, but also to get qualitative changes that will determine the economic development of the country for many years to come. Goal. Analysis and assessment of the economic consequences of the introduction of sanctions against the IT sector by the example of Russia. Materials and methods. The study is based on the analysis of the state of the economy of the IT sector before and after the imposition of sanctions, a comparison of economic indicators affecting the development of this sphere is carried out, the steps of the government of the Russian Federation to neutralize the negative impact of sanctions are considered. Results and discussion. In the course of the work, it was found that the crisis of the industry arose long before the introduction of sanctions and is of a systemic nature, restrictions only aggravated it. Despite this, the economy of the Russian IT sector is developing in line with global trends and is quite successfully, albeit slowly, returning to growth indicators. Conclusion. Having analyzed the reasons for the current situation and the impact of restrictions on the Russian IT industry, it is possible to formulate ways to overcome the backlog in the current crisis.

Abstract

The economic and legal integration of Crimea and Sevastopol into the Russian Federation, in fact, represented a unique experience in lawmaking. For the legislators of the Russian Federation and Crimea, it is crucially important to create a unified legal framework in the areas of healthcare, legal regulation, the education system, the pension system, and the financial and economic system. The problematic aspect is practically up to the present time the functioning of the banking sector. Due to the sanctions, initially there was no competition between banks, which resulted in unreasonably high interest rates on loans and other services. The transition of the banking system from the previously functioning, Ukrainian, to the Russian one was also incredibly difficult. In fact, individuals and legal entities were deprived of a full-fledged banking service in the first six months after joining the Russian Federation.

Abstract

The projects for the creation of university campuses at the present stage of Russia's development reflect the priorities of the implementation of scientific and technological initiatives approved at the level of the subjects of the Russian Federation, specific enterprises of the real sector of the economy and require the analysis of the impact on the national economy. However, for the development of a network of university campuses, large-scale financing of these projects is necessary; the systematization of sources of financing for the creation of university campuses in Russia is the purpose of this study. Materials and methods of research. The article used materials of normative legal support for the creation of university campuses, analyzed Russian literature sources, and applied methods of logical generalization, systematic observation, and analytical approach. Research results and their discussion. The paper presents the organizational and economic foundations for the creation and financing of a new type of campuses at universities in Russia, gives the concept and essence of a university campus - as an open educational space with a complex of infrastructure facilities for the purposes of socio–economic solutions to the issue of personnel training for the national economy. The article examines the advantages and disadvantages of creating new campuses, examines the problems of substantiating the reasons for the existence of campuses, the goals and objectives of the functioning of campuses, provides the structure of subsidies for the development of urban tourism infrastructure, taking into account the construction of new type campuses. The experience of creating and financing university campuses in the subjects of the Russian Federation has been studied. Conclusion. As a result of systematization of organizational conditions, advantages and disadvantages of new-type campuses, a conclusion is made about the need for rational financing in projects for the creation of newtype campuses in pilot subjects of the Russian Federation. The main purpose of this is the emergence of additional educational and experimental production sites used to introduce the results of science into the practice of the national economy.

Abstract

The purpose of the study is to analyze the impact of the taxation structure in Russia on the differentiation of the living standard of the population. The relevance of this problem lies in the fact that the future development of the country depends on the level and quality of life of citizens. With the help of comparative analysis, the positive and negative effects of proportional and progressive taxation systems are considered. The consequences of the development of the level of poverty and inequality on the socio-economic situation of the country are noted. The dynamics of inflation and wages of employees are reflected. The assessment and views of both domestic and foreign economic scientists on the quality and efficiency of the use of the tax system and the tax rate are presented. Mathematical calculations were carried out, on the basis of which it was proposed to reduce the income tax rate for low-income citizens, the introduction of a selective tax, the development of which contributes to improving the quality of social services provided by the state. The successful foreign experience of introducing a selective tax by the example of Western European countries is presented. The scientific novelty of the research work is that, based on calculations, the possibility of full exemption from income tax of low-income citizens without prejudice to the state budget has been confirmed. The role of the state in building a society based on justice is determined.

Abstract

Currently, against the background of foreign economic instability, as well as the aggravated climate crisis, the use of renewable energy sources in energy-intensive industries is becoming increasingly relevant. The novelty of the research consists in the development of methodological tools for the introduction of “green” technologies into the global energy cluster in a market economy. The aim is to assess the initial experience of the world powers in introducing safe technologies into the energy sector, followed by identifying the main trends in the development of the “green” economy in the context of escalating geopolitical tensions. To achieve the goal, analytical tools were developed and applied, as well as methods of induction and deduction, comparison and abstraction. The current situation in the global energy sector under the conditions of transition of countries to renewable energy sources was considered. The interpretation of the concept of “green” economy from the perspective of an innovative product is given; its structure and main functions are studied; the role of scientific and technological progress in the use of clean energy is determined. In the course of the study, the risks of using renewable energy generation facilities in the activities of the Russian Federation and foreign countries were identified and systematized. A SWOT analysis of the introduction of “green” technologies into the global energy system was carried out, a PEST analysis of the development of renewable energy in general was compiled, and the positive and negative consequences of the introduction of renewable energy sources in the global energy sector were differentiated and specified. According to the results of the work, the factors that determine the need for the rapid transition of the world community to “green” energy by preventing the negative impact of the production activities of enterprises on environmental safety through the introduction of environmentally friendly technologies have been identified.

Abstract

The study is devoted to proving the feasibility of using a universal method to evaluate the effectiveness of risk management and eliminate the variety of evaluation criteria using a variety of risk assessment methods proposed in scientific sources. The purpose of the study is to specify the application of existing risk assessment methods in the risk management system and the analytical presentation of the optimal methodology by the example of the object of study. Particular importance is given to the selection of an effective methodology in the context of sanctions and geopolitical instability. In the course of the study, the methods of correlation and regression analysis, Swot analysis, the Fishburn method were used for all risk factors. The authors also applied the method for determining the integral level of risk with account of the use of resources; calculation of the Fechner correlation coefficient in the process of risk management; conducting PEST analysis to assess the impact of environmental factors on activities. Scientific novelty consists in proving the need to clarify the methodology for assessing the effectiveness of risk management in enterprises, taking into account a large set of risks in modern business realities. The result of the study was the recommendation to use Pest-analysis as a universal method for assessing the effectiveness and quality of risk management.

Abstract

The article presents directions for investing in the human capital of the Donetsk People's Republic (DPR). The data on the population of the DPR are provided. Further, the education and healthcare systems of the Republic are studied. The dynamics of changes in the number of students in secondary educational institutions of the DPR is considered. The demand and supply of labor in the DPR are also analyzed, the dynamics of the situation in the labor market is reflected. Materials and methods of research. The study is based on the analysis of statistical data, as well as publications in scientific journals, collections and reports. Research results and their discussion. The study aimed to identify the main areas for investing in the human capital of the DPR, to study data on the population, as well as education and healthcare systems, and to study the situation on the labor market. For this, an analysis of literary, statistical sources and Internet resources was carried out. Thus, among the main areas for investment in human capital, the following can be distinguished: education and training, healthcare, entrepreneurship and small business development, infrastructure and technology. The population of the DPR in 2022 amounted to 2202.4 thousand people. There are three levels in the education system of the Republic: general secondary, vocational and higher vocational education. The healthcare system is facing a severe shortage of staff. In 2022, the coefficient of tension in the labor market of the DPR was 0.9. Conclusion. Based on the results of the study, it can be concluded that ensuring the investment attractiveness of the human capital of the DPR is an important task. Human capital, as an independent resource, ensures the competitiveness and stability of the national economy.

Abstract

Introduction. In modern conditions, there is a significant interest among adults in improving or changing qualifications. Changes in legislation and approaches to ensuring labor safety necessitated the formation of an additional educational program "Specialist in labor protection and occupational risk assessment", implemented using information technologies.
Materials and methods. The study is based on the analysis of active and interactive teaching methods, Bloom's taxonomy, David Kolb's model.
Research and discussion. The optimal structure for organizing training for the additional educational program "Specialist in labor protection and occupational risk assessment" was determined, a list of disciplines was formed, forms and features of the internship and final certification were determined.
Conclusion. Based on the results of the study, it can be concluded that additional adult education is an important element characteristic of modern society. This type of education is extremely in demand, so it is necessary to determine the structure and organization of it, to clearly build a list of disciplines and the order of development. On the basis of a number of methodological approaches, a training program was designed for the additional educational program "Specialist in labor protection and occupational risk assessment".

Abstract

The purpose of the article is to present the results of research focused on identifying the difficulties Spanishspeaking students have to face while studying aspectual specifics of Russian verbs in Russian as a foreign language classes, in order to develop a set of effective exercises for classes of Russian grammar. The authors proceeded from the well-known theory that grammar and, in particular, various categories of the verb, are one of the most susceptible to interference and problematic aspects of the language. In this case, the most difficult verb category is its aspect, since representatives of different cultures understand and interpret this category in accordance with the system of their own language and world perception. In the course of the study the authors carried out some experimental work, which included psychological, pedagogical and sociological methods of collecting information (system analysis, questioning, interviewing, observation, conversation, experimental assessments, static processing). The research is based on the method of pedagogical experiment. The study was conducted at the Preparatory Department for foreign students at the North Caucasus Federal University. A detailed analysis of the results of experimental work made it possible to identify typical difficulties Spanish-speaking have to face when studying the aspectual features of verbs of movement in Russian. Taking into account the data obtained, the authors developed a set of exercises for teaching Spanish-speaking students the aspectual specifics of the Russian verbs, which can be used in Russian as a foreign language classes in addition to the tasks offered in different textbooks.

Abstract

This article discusses the typological features of the study of the feeling of patriotism among cadets conducted in educational organizations of the Ministry of Internal Affairs of Russia. The specifics of the educational process and the organization of interaction between an educational institution and public organizations in the formation of patriotism are revealed. The features of the territorial type of the feeling of patriotism are described: the concept, types, research, specifics of education. The author of the article actualizes the understanding of the Small Motherland as an object of patriotic feelings. The results of the study are valuable for the prevention of separatism, extreme nationalism, and ethno-confessional intolerance. The description of promising directions for further research on the topic of fostering a territorial sense of patriotism is given. The purpose of this study is to describe the specifics of the formation of the territorial type of a sense of patriotism. The objectives of the study were to describe the features of the relationship of the territorial sense of patriotism with its other types, which shows the significance of the studied manifestation of the type of feeling of love for the Motherland; consideration of the classification of Russian citizens according to the territorial perception of patriotism; coverage of the history of research on the territorial type of the sense of patriotism. To collect and analyze the research data, we used the analysis of literary sources, semantic analysis, sociological survey, generalization of empirical data from other researchers. The main results of the study were the enrichment of pedagogical science by concretization of the understanding of the significance of the process of formation of regional patriotism, the identification of a number of problems that have a significant impact on the development of territorial sense of patriotism. The work has an undoubted novelty due to the fact that in the conditions of the complicated foreign policy situation in the modern world, it allows us to better understand the processes of unity of the peoples of Russia on the basis of patriotic feelings.

This article discusses various opinions, theories, models and approaches to the problem of psychological and pedagogical variables of emotional burnout in modern athletes. The integrity of the problem statement is highlighted in the context of ideas and technologies of sports education, sports training and competitions in the structure of which not only improvement and demonstration of physical, tactical and technical abilities, but purposeful psychological training of athletes is carried out. This problem is very young and insufficiently studied, and in this regard, the high relevance of the work and interest in its research is confirmed. The article is devoted to the study of the practical significance of the use of authentic materials as an effective supplement to prescribed textbooks in order to increase the level of knowledge of students and significant development of language skills in the process of teaching English. The scientific novelty of the study is to determine the advantages of using authentic materials in foreign language classes for both students and teachers. According to the results of the study, it was revealed that the use of authentic material has a positive effect on the motivation of learning a foreign language and is a publicly available educational element that can solve socio-cultural and foreign-language professional tasks, as well as provides teachers with the opportunity to apply various learning strategies using modern technologies.

Abstract

This article analyzes the concepts of «competence», «competence», «competence approach», «communicative competence», which largely determine the goals, content, planned results of modern education and criteria for its evaluation. The authors of the article detail the essence and content of communicative competence as one of the main lines of development of younger schoolchildren with mental retardation. The difficulties of developing communicative competence in younger schoolchildren with mental retardation are presented. The aim of the study was to analyze the difficulties of communicative competence in younger schoolchildren with mental retardation. The novelty of the research is determined by the requirements of inclusion to educational processes in educational organizations. The conclusions show that purposeful pedagogical work is needed to develop communicative competence in younger schoolchildren with mental retardation.

Abstract

The announcement of 2023 as the Year of Teachers and Mentors actualizes the social and scientific significance of the study of mentoring in various fields of professional activity. The article is devoted to the analysis of the content and features of scientific mentoring in the system of continuous pedagogical education. The research is based on fundamental ideas and principles of a systematic approach, which provided a comprehensive analysis of scientific mentoring as a multidimensional holistic phenomenon. Research objectives include the analysis of scientific mentoring as an interdisciplinary scientific phenomenon; identification of the target and content-technological features of scientific mentoring in the system of continuing pedagogical education; substantiation of the multifunctionality of scientific mentoring in the system of continuous pedagogical education at the present stage of the development of the education sciences.
The novelty of the obtained results lies in the identification and characterization of the target and content-technological features of scientific mentoring at various levels of the system of continuous pedagogical education; in proving the multifunctionality of scientific mentoring. The multifunctionality of scientific mentoring is manifested in the integrative interrelation of axiological, methodological, teaching, motivational, and communicative functions. The theoretical significance of the obtained results lies in the expansion of ideas about the features of scientific mentoring, systematization of data on educational and developmental potential of scientific mentoring in the system of continuous pedagogical education. The obtained results can find practical application in the organization of educational and research work with students of psychological and pedagogical specialization, with bachelor and master students of pedagogy studies, graduate students and teachers at various stages of their professional and career development in the field of scientific and pedagogical activity.

Abstract

The relevance of the article is due to the increased relevance of high-quality training of cadets of military universities, as well as the need to search for new pedagogical concepts that ensure the effectiveness of pedagogical assistance and individual personal development. The purpose of this article is a theoretical analysis of the concept of "pedagogical assistance" in modern pedagogy. Materials and methods of research. The study is based on a theoretical analysis of the essence of the concept of "assistance" in the framework of socio-pedagogical adaptation of cadets of military universities. Research results and their discussion. After analyzing the different interpretations of approaches in the interpretation of the concept in pedagogy, we came to the conclusion that pedagogical assistance is of a humanistic nature and is conditioned by a number of conditions that help meet not only the educational needs of cadets, but also contribute to the realization of personal potential. We also analyze the components of pedagogical assistance: personal, cognitive, process, vector, adaptive. Conclusion. According to the results of the study, it can be concluded that the combination of all components gives a kind of integral education, which includes the desire for success at various personal levels, awareness in the development of new knowledge, the search for personal meanings, the productive implementation of personal choice, the preparation of a specific plan and its implementation of joint activities with subsequent reflection, an adaptive response the student. This material is intended for teachers of the education system of military universities, researchers and other interested persons.
