Abstract
The reliability and economic efficiency of power supply systems for isolated areas depends on the choice of sources and methods of generating electricity. The article explores the topical issue of autonomous microgrid systems design based on renewable energy sources. The authors identify the main components of the process of solving optimization problems for the choice of the microgrid equipment composition and provide an analysis of common methods for solving these problems. Simplified algorithms are proposed for estimating the amount ofproduced and accumulated electricity in systems based on wind power plants. On the example of an autonomous microgrid system for the northern territories, a methodologyfor optimizing the composition of hybrid wind-diesel installations with energy storage is considered.

Abstract
The article presents the approach to simulate instantaneous currents and voltage during out-of-step operation of a power system. These electrical signals then can be used to conduct commissioning of out-ofstep protection. A graphical representation of the simulation results simplifies the process of selecting model parameters for checking the out-of-step protection (one based on current-oscillations and distance once). The results of transient simulation are saved in the international waveform recording format COMTRADE, which makes it possible to carry out comprehensive verification of emergency control equipment without reference to the testing equipment of a particular manufacturer.

Abstract
Diversion hydropower plants are one of the most environmentally friendly sources of energy, and improving the efficiency of water resources is an important task. The development of hydropower projects of this type is largely due to the technical and financial feasibility of implementation, which is very important for regions with mountainous terrain, large hydropower potential and a shortage of electric energy. The use of the MATLAB/Simulink simulation environment is possible to implement a model of a hydroelectric power station cascade with optimal use of riverflow. This allows you to determine the main parameters at the stage ofpre-project justification of the construction of a hydroelectric power station.

Abstract
The article discusses the issues of using solar collectors as an alternative source of energy for areas remote from power grids. One of the main criteria when choosing solar collectors is the choice of a working fluid for heat transfer. Solar collectors are divided into liquid and air by the type of heat carrier. The main disadvantages and advantages of each of the collectors are determined. The internal and external factors determining the efficiency of solar collectors affecting the energy production processes are considered.

Abstract
This paper examines the CAMELS rating system, which is currently used by Central Banks in developed countries. In our country, it is adaptedfor calculating the investment attractiveness of commercial banks. Thus, the calculation of the investment attractiveness of a commercial Bank should include methods developed By Central banks in developed countries, and take into account the specifics of commercial banks ' activities in order to better understand the investment potential. The authors believe that a comprehensive assessment of the Bank's investment potential is not effective, since it does not reflect the Bank's potential, and a discrete assessment shows both the Bank's strengths and its vulnerabilities. So, the authors proposed improvements to the methodology, which covers all the most important indicators of financial stability. In this study, the modified methodology was used for investment analysis of VTB Bank PJSC.

Abstract
The objective of this research work is to study the best international practices of designing and promoting vegetarian healthy food restaurants. It is based on the complex analysis of the theoretical material and experimental research, comprising consumer market analysis, the choice of the restaurant location (advantages and disadvantages), analysis of the competitive environment (SWOT analysis of competitors), technological and product design, development of vegetarian menu, selection of service system. The project resulted in the development of a medium-term plan for promoting the restaurant «S&M» and for embedding the project «S&M» into the development programme of Stavropol as a tourist destination.

Abstract
As a result of writing the article, theoretical and practical recommendations were developed for the study of the place and role of intellectualization of labor in ensuring global innovative development. It was found that the main source of innovative development is in the intellectual resources of society, and an increase in the intellectual level of the workforce at all levels (mega -, macro - and micro levels) will help meet demand in the world labor market. The block diagram ofthe employee's innovative development process is presented. A graphic interpretation of the dual interdependence between the creation of innovations and the use of the possibilities of intellectual resources in the modern international economy is proposed.

Abstract
The article discusses new approaches that contribute to ensuring the efficiency of budget expenditures at the regional level. The problems of implementation of target program budgeting in the context ofprocess automation are identified. The solution of the identified problems will allow the formation of clear algorithms in public financial management at the regional level and in the future will make it possible to use the digitalization mechanisms in full. The study substantiates the proposal to organize, on the basis of the Ministry of Finance of the Stavropol Territory, the creation of a single center for the operational processing of information on state programs and deines the regulations of its structural divisions.

The modern multilevel nature and accessibility of user content makes it difficult to get complete and reliable information about it. This is why companies need to standardize the flow of incoming information in order to simplify its analysis and interpretation. Effective functioning of both the logistics system and the entire supply chain is impossible without the introduction of integrated digital technologies that provide end-to-end process management and provide flexibility, reliability and transparency of the supply chain for all network contractors, which is important for maintaining the company’s competitiveness. Digitalization is the main driver of the development of all supply chains. it allows us to ensure their protection and reliability, as well as legal confirmation of any actions of contractors.

Abstract
For more than a decade, Russian companies have been operating under a lack of investment. The main source of investment is traditionally own funds, which reduces the business activity and competitiveness of the company. The reason for the high share of own capital in the structure of liabilities - long-term Bank misselling. Of course, the companies informed the Supervisory authorities about this situation, but without success. The lack of measures of the regulator economic policy caused pessimism in the debt market and a reduction in the volume of claims against financial institutions. International practice, however, provides precedents of successful response to misselling and the creation of protective mechanisms.The article considers the transformation of the portfolio approach and offers recommendations for overcoming the credit deficit without using misseling for industrial companies and liquidity risk for banks.

Abstract
He article provides a method for determining the level of digital maturity, expressed in a questionnaire. Analytical data on the use of information and communication technologies are given as the basis for the level of digital maturity. The influence of the level ofdigitalization on the development prospects of companies is analyzed. The paper concludes that the survey is the main source that can show the degree of interest and readiness for the introduction of digital technologies. The problem of a uniform form for determining the level of digitalization in all companies is touched upon. Based on the research results, a basic form of a questionnaire was formulated to assess the level of digital maturity of an organization.

Abstract
The introduction of project management in the structures of state management bodies has become one of the main features of the integrated socio-economic development of the territories. The conformity of the competence and professional skills ofpublic servants with the required conditions is ofparticular importance in the current conditions. The authors proposed a methodology and tools for assessing the competencies of public civil servants in the context of the implementation of the project approach to management. The stages of implementation were: determining the levels offormation (indicators) of competence; Study ofpossible tools for competency assessment; direct evaluation and inference. As the results showed, the most relevant competencies for employees turned out to be: communication, teamwork, stress tolerance, decision-making and the ability to take responsibility, analytical thinking and planning, conflict management.

The article discusses the theoretical foundations of the functioning of currency markets. Classification of types of currency transactions according to the legislation of the Russian Federation is given. The article highlights the impact of financial globalization on the Russian currency market. The article considers the trends that take place in the foreign exchange market in modern conditions of digitalization. The article focuses on the accelerated development of digital currencies in modern conditions, including the review of the «Digital ruble «Report prepared by the Central Bank of the Russian Federation for public consultations, which reflects the main prerequisites for creating a domestic digital currency.

Abstract
Effective development of economic agents in the industrial sector both at the regional and Federal levels cannot be achieved without large-scale use of innovations that provides competitive advantages in the internal and external markets. The analysis of the innovative activity of regional industrial enterprises is given. The ranking of Federal districts of Russia according to the criterion of the innovation activity level of organizations is presented. The author analyses the activity of the largest regional companies regarding the main types of economic activity and their performance indicators. The article presents and justifies measures aimed at further development of industrial enterprises in the region, taking into account various options of the state innovation policy implementation. The paper ofers examples and arguments that justify the need of the development of innovation infrastructure in the regional industrial complex.

Abstract
The article is devoted to the analysis of the current state of the industrial sector of the Republic of North Ossetia-Alania and the need for its modernization in a new format. The necessity of modern industrial production is substantiated and a new paradigm (the «Star» project) is proposed for the reconstruction and development of a modern industrial base of the regional economy based on micro-nanoelectronic, photonic and fiber-optic science-intensive innovative technologies of the fifth and sixth technological modes. The leading principles of the new paradigm are: the system-innovative approach, the system-communication approach, the cluster approach, the principle of the «triple helix», the continuity of the scientific and innovation cycle, the outstripping development of regional science and personnel training systems.

Abstract
The article provides a comparative analysis of the research dynamic and developmentfunding in the G8 countries for the period from 1995 to 2016. On the basis of comparison such indicators as the ratio of «research and development costs» and «state budget deficit» to the «gross domestic product» of the country, as well as an assessment of the state of the business climate, based on the «indicator of entrepreneurial confidence in industry» it was concluded that the volume and dynamics of investment in innovation can only partly be explained by the state of the market situation and the availability ofresources. The results obtained correspond to the narrative model of the innovation process due to the stories of personal and corporate success associated with the implementation of scientiic and innovative activities act as sociocultural memes. The conclusion is made about the need to form an innovative narrative in Russia to ensure the modernization vector of economic development.

Abstract
The article assesses the possibility of coordinating the interests of the state and taxpayers, taking into account the subnational specifics of the budget and tax systems based on clustering of the subjects of the Russian Federation by the level of tax discipline and tax potential. The results showed a high level of differentiation of Russian regions and the presence of a number of restrictions in the use of tax control procedures in order to increase the level of tax discipline. It is advisable to more actively use the methodology of behavioral Economics and economic psychology to optimize control activities based on appropriate models, which will increase the level of voluntary compliance with legislation.

Abstract
Organizations are adopting business intelligence (BI) to improve their productivity, but often this initiative is inconsistent with the business process management (BPM) initiative, which also aims to improve organizational performance. Aligning BI and BPM initiatives seems like one of the possible ways to create business value with BI, especially because BI allows you to measure and manage the performance ofprocesses, which allows the BI initiative to become more business-oriented. The findings suggest that the impact of business intelligence on organizational performance is fully mediated by alignment of business intelligence and BPM initiatives, and therefore business intelligence value can be created through the use of common terminology and methodologies, as well as close interactions between experts, managers and the Business Intelligence and BPM team to coordinate the two initiatives.

Abstract
The relevance of the study is due to the fact that socio-economic transformations are caused by the transition of the global community to overall digitalization, taking place on the basis of civilizational assumptions that influence current processes both positively and negatively. As a result, this creates institutional traps, which in the article are defined by authors. Likewise current processes require researches from the standpoint of the economic theory concerning qualitative and quantitative transformations occurring in industrial relations and caused by the increasing role of information and digitalization in economic and economical processes. The aim of the study is to solve the urgent fundamental scientiic problem of developing a methodological ground regarding the identiication and overcoming institutional traps, based on determining the degree of positive and negative effects of information on socio-economic development; to examine and justify the features and patterns of socio-economic changes associated with the growing digital economy in Russia and worldwide.

Abstract
The paper examines one of the major global trends in corporate governance related to the establishment of common economic frameworks for corporations of different States and the rule of law. The need to create a common basis for corporate governance for Russian corporations, i.e. on the basis of an analysis of the positions of Russian and foreign economists, has been substantiated. Obstacles to the integration of Russian corporations into the European and international economic space have been identified. As a practical justification for the need for corporate integration, transnational business models have been constructed, reflecting the difficulties of implementing corporate governance in Russia with foreign investment. The conclusions on the need to create a transparent economic space and common structures of legal entities to increase the efficiency of corporate governance and the integration of Russian corporations into the European Economic Area have been substantiated.

Abstract
The article raises the question of the need to form a city brand in order to promote the unique territorial and historical features of the Russian hinterland. This aspect is considered through the prism of the population's perception of the distinctiveness of their small homeland and the direct participation of the population in the formation of the brand. The article analyzes the experience of promoting the city of Uvarovo in the Tambov region through territory branding. The basis for the formation of the city brand was taken features of recognition of the territory, which have developed historically, and, therefore, are deeply embedded in the genetic «memory» of fellow countrymen as the only true and distinctive feature. The study included the completeness of the population's involvement in the project, an analysis of the population's activity in creating a brand, identified the main trajectories in promoting the city, and developed recommendations for improving the effectiveness of territorial branding.

Abstract
The article describes the elements of program-content assistance for the development of self-education competence in bachelor's students. The characteristic of the competence of education is given, and shown that it can be formed through the implementation ofpedagogical features within the framework of the corresponding program-content assistance. The article reveals the idea that the specifics ofprogram-content assistance for the development of self-education competence is associated with the designation of the place and signiicance of this competence, the deinition of its descriptors, depending on the planned basic and advanced levels. Abstract
During growing uncertainty and diversity, the environment acts as a factor influencing the processes in the educational system, and as a space for transformative activities of education management bodies. The education system itself acquires the properties of the environment, and therefore heterogeneity becomes one of its main characteristics. The article discovers the challenge of using zoning in managing territorial education systems development. The article identifies main seven groups of territorial education systems of Yakutia using the analysis of natural, social and economic, ethnolinguistic, demographic, economic and other environmental factors, considering the existing experience of zoning. It also assesses the impact ogm m heterogeneity of the environment on their development based on a comparative analysis and identifies neral and speciic features for each group of education systems.

Abstract
The article presents an analysis of the concepts of «literacy», «cultural literacy», «intercultural literacy». The common, uniting components of these concepts are highlighted. The process offormation of intercultural literacy of students is presented as a means of understanding and accepting cultural identity, the basis for the formation of cultural experience and the ability to cultural dialogue. The authors note that the intercultural literacy of an individual is realized at several levels: the individual (personal), the family, of the educational organization, of the education system. The educational activities that contribute to the formation of intercultural literacy are considered. It is concluded that the level of development of intercultural literacy determines the level of sociocultural development of the individual.

Abstract
The article describes the experience of participation and joint organization of the Russian-British interdisciplinary workshop on the topic «Subjectification of Smart Cities» which took place at the University of Salford in June 2019. Exchange of experience between scientists from Russia and the UK specializing in BIM (Building Information Modeling) and GIS (geographical information systems) is extremely valuable not only in the field of developing solutions for the «smart city», but also in terms of the methodology ofsuch events, which ensures effective participants interactions. Intensive group work, in the framework of which the phased development of innovative projects was carried out, can be applied in other areas of educational, scientiic and practical activity.
