Abstract

Current trends in the development of European power sector, in particular the possible transition of the Baltic states to the European synchronous power system, create prerequisites for increasing the energy independence of the Kaliningrad region. Ensuring the energy security of isolated systems is achieved through a set of measures that include the use of local renewable resources, in particular biomass. The paper deals with the use of wood biomass for the development of distributed generation in the Kaliningrad region. An estimation of solid wood waste production by the regional forest industry is given. Potential locations for distributed generation facilities are determined, taking into account the location of power consumers and electrical and heat loads.

Abstract

The purpose of this article is to analyze and identify promising drivers of formation and concentration of statistical potential of large enterprises. The basis of such judgments, at the moment, are the trends of more dense national corporate and international cooperation, contributing to the development of its own full-cycle production sites with the release of its own final product on the territory of Russia. The author, based on a systematic analytical approach to the study, on the basis of multiple data in the field of national interaction, economic cooperation, in order to mutually beneficial and profitable business partnership, existing internal prerequisites and real steps towards the diversification of large enterprises, compares business cases of large enterprises with national projects. Offers a consolidated set of working tools for the formation of successful diversification experience.

Abstract

The article discusses the experience of using energy service contracts in foreign countries and the possibility of their application in Russia. Modern construction conditions dictate their own conditions, therefore, energy service contracts take a special place in the conclusion of contracts. The Russian experience of concluding these contracts differs from the practice of foreign states, unlike our country, energy service contracts have been studied there, which is why it is proposed to introduce foreign use experience, with the help of state bodies, as one of the possible solutions to existing problems in this area. We consider the Guaranteed Savings and Shared Savings contracts, the contract for the provision of services with a fixed payment, the provision of services with payment based on the results of the work, the contract for the guaranteed return on investment from the complex of energy services, the contract for energy saving and energy management, which are practiced abroad, their pros and cons are noted, and also the possibility of their use in Russia. The necessity of introducing modern contracts, creating a competitive environment, and the ability of private companies to vary the prices for their services is explained.

Abstract

The research is devoted to the study of the features of the modern Russian stock market. The article examines the impact of the coronavirus pandemic on financial markets, in particular on the stock market. The general state of the Russian stock market is analyzed: the dynamics of the number of open brokerage accounts and ICS, the quarterly capitalization of the Russian stock market, the dynamics of the Moscow stock Exchange index. The structure of assets on investors’ brokerage accounts is also considered. An assessment of the contradictory situation characteristic of the Russian market is given on a concrete example.

Abstract

In the context of digital transformation driven by the development of information and telecommunication technologies, the Russian economy has faced challenges associated with the introduction of a new form of money. The purpose of the study is to distinguish between the concepts of cryptocurrency and legitimate digital money, to determine the risks of their use and ways to reduce the negative impact on the economy. The main result of the study is an assessment of the existing regulatory framework, taking into account the experience of legislative regulation of cryptocurrencies abroad, as well as the formulation of areas for its improvement.

The article presents the analysis of the functioning of Russian gas and industry complex and the current state of the country’s oil and gas industry. Provides analytical data on the use of refined petroleum products, which are highly-demanded raw materials in many industries. The prospects of Russian oil and gas are assessed. The largest Russian oil and gas production enterprises. Statistical data on the use of the main energy carriers is given. Based on the results of the study, the main problems and risks of the oil and gas industry are identified and formulated, namely: financial, strategic, managerial and legal.

In this article, the agro-industrial complex in the central chernozem is considered as a diversified system, including agriculture itself, the food industry, agricultural and automotive engineering, the production of fertilizers, plant protection products, the construction of agricultural, industrial and socio-cultural facilities. In our opinion, the agro-industrial complex demonstrates its diversified structure, the details of each element vary greatly, which requires the development of a separate economic, technical and organizational policy for each industry. The purpose of this study is to study the dynamics and prospects for the development of the agro-industrial complex. The results of the study can be used by regional and regional authorities in the development and implementation of programs to improve the efficiency and sustainable development of the agro-industrial complex.

Abstract

The relevance of the research topic is determined by the fact that today the chemical industry organizations of the Stavropol Territory are faced with increased competition in foreign markets. This is because the main export item is low value-added products (mineral fertilizers, synthetic rubbers, ammonia), while the range of imported goods is much wider and is represented by high value-added products. The article analyzes industry trends in the development of the export potential of chemical industry organizations in the Stavropol Territory. Problems are identified and ways of active inclusion of the region in foreign trade processes are considered. The positive results of the functioning of the National Aerosol Cluster in the region are highlighted and business ideas for the chemical industry are proposed, focused on trends, external demand and general market conditions.

Abstract

The current economic situation in the country and the world considerably influences all spheres of economic activity of enterprises. The impact of the external environment obliges the organizations in particular and the economics of the regions in general to be flexible, highly adaptive. Extensive development no longer brings requirable results and more often intensive way of development with usage of ESG principles seems appropriate when it comes to building management systems. But the intensification of production activity is based on tools of production: fixed assets and production infrastructure. In this regard, the renovation of existing industrial complexes that do not meet the requirements of the external environment is considered relevant.

The article is devoted to the significant issue of socio-economic support for orphans and the involvement of the non-state non-profit sector in this process. The activities of the non-state sector to support children are, first of all, the organization and provision of assistance to children using support technology, the implementation of social, economic, legal, psychological, advisory, educational and other services based on interdepartmental, partnerships with government organizations in this area. The role of the non-governmental sector in supporting orphans is, first of all, in the development, testing and implementation of innovative technologies, socio-economic models of work that are supported by the state system of child protection.

Abstract

Based on a retrospective analysis of indicators characterizing the socio-economic development of the region, the authors of the article give an indirect assessment of the level of interaction between government and business and identify problems of interaction. The research team presents a generalization of the current state of digitalization of issues of interaction between government and business in the Stavropol Territory and is proposed as one of the ways to improve the tools for digital interaction – the use of integration mechanisms in platform solutions, in particular the creation of a personal account of an entrepreneur using artificial intelligence technologies.

The most important criterion for the effectiveness of the transfer of intangible assets is the implementation of research results in the activities of the economic entity, but in the regions the transfer mechanism is ineffective. It is necessary to develop recommendations on the creation, organization and functioning of innovation transfer centers, identifying the real needs of enterprises of a given region in innovative developments through market research, activate the activity of producers and consumers to implement innovations and turn their results into a real product. Comprehensive measures will contribute to strengthening the position of the region, the active development of research potential of the region.

Abstract

The problem of decent pension provision remains relevant in modern realities, despite its repeated reforms, the optimal model has not been found, the analysis shows that the total number of pensioners per 1000 people of the population is increasing in dynamics, the aging of the nation continues. The article suggests some ways to solve the current problem, such as the introduction of electronic passports, closed blockchain technologies, a unified system of non–cash payments and the rejection of cash, which, according to the authors, will contribute to the restructuring and modernization of the pension system. The creation of a closed decentralized database of the work experience of the population will facilitate the tracking of their work activity, optimize the implementation of specific federal programs and the formation of socio-economic forecasts of the country’s development.

The paper explores theoretical and practical issues regarding social standards and guarantees, as well as their relationship. The calculation and analysis of the consumer basket was carried out; the analysis of the minimum wage, minimum wage, minimum pension provision, as well as the analysis of nominal and real wages with the consumer price index. Gaps in the legislative framework have been identified. A «road map» has been developed to improve the institutional environment in the field of social policy.

The article discusses the methodological and theoretical methods of strategic planning of development of territories on the example of the municipality-urban district of the city of Stavropol. The paper presents an overview of publications on the research topic. The characteristics of the socio-economic development of the considered municipality are given, the main development programs implemented on the spot are analyzed. Author’s study of the problem of mechanisms and main tools of the Strategy for the socio-economic development of the city of Stavropol. The article is devoted to the problem of increasing the effectiveness of mastering educational material in physical training classes in educational institutions of the Ministry of Internal Affairs of Russia. The purpose of the article is to consider the features of organizing and conducting the main types of training sessions in the discipline of physical training. The article reveals the learning process with its general specificity and originality in the aggregate, as a whole; the main lecturer’s styles of presenting the material are singled out; stages of preparing a teacher for a lecture, features of preparation for seminars and practical classes. The structure of conducting a practical lesson in physical training in various sections of the discipline is considered; various methods of conducting training sessions are proposed; the sequence of performing exercises in the preparatory and main parts of the lesson and their approximate content, taking into account the characteristics of various sections of physical training, are considered; the content of independent work is described.

Abstract

The article is devoted to the issue of training a teacher in the system of additional vocational education for designing a safe educational environment through a personalized approach, the key drivers of which are confidently andragogical principles. The study identified the competencies of the teacher, which have a particular impact on the readiness to design a safe educational environment and its continuous maintenance. Also, negative factors of pedagogical activity were found to threaten the safety of the educational environment and ways to overcome them through the resources of the system of additional professional education were identified. The analysis of the results of scientific and practical work devoted to the issues of professional and personal development of a teacher in the system of additional education, taking into account the trends of modern requests for the design of an open development of a safe polysubject multivariate educational environment. The article focuses on the role and possibilities of the system of additional professional education and advanced training of teachers of the new generation, the need to personalize advanced training programs for teachers, taking into account their resource capabilities and trends in modern education.

The paper substantiates the value systems in the structure of professional self-identity of high school students. The results of an empirical study of values that are determined by the peculiarities of the formation of professional self-identity of high school students under supplementary education are presented. The conclusion is that the priority values in the structure of professional self-identity make it possible to determine the pedagogical conditions for the effective formation of professional self-identity of high school students.

Abstract

The article deals with the actual problems of the impact of pandemic conditions on the psychological state of students. Various types of stress experienced by students during distance learning in a pandemic are described. The conditions leading to different types of stress of students are analyzed. The results of a study of the assessment of the psychological state of students during the period of distance learning, conducted among students of the North Caucasus Federal University in the direction of training 44.03.03 Special (defectological) education, are presented. Based on the experiment, conclusions are drawn about the necessary types of assistance to students experiencing stress due to the conditions of distance learning during the pandemic.

Abstract

The article is devoted to the consideration of the features of adaptation and professional training of cadets – future officers in a military university. For these purposes, a comparative analysis of the staffing of the army with officers in the countries of the North atlantic Alliance and the Russian Federation was carried out. The article considers aspects of the ongoing work to motivate future officers for military service at the initial stage of training at a military university based on the identified features of their preparation and adaptation to the military environment. Difficulties of adaptation of first-year cadets to the educational process in a military university are clarified.

Abstract

The results of a study of preferences in the choice of forms of social, including political, activity of young people depending on social needs and personal characteristics are presented. The study sample consisted of young people aged 17 to 25 from seven regions of Russia. Four types of young people have been identified that make it possible to predict their behavior when choosing forms of participation in social life. In all regions, passive youth somewhat predominate. In large cities, there are more opportunities for the formation of active business youth. At the same time, the social activity of young people does not have a direct connection with the region of residence. It has been established that among the youth the most popular ideological concepts are social democracy and liberalism. The materials of the article may be of interest to representatives of the departments of educational work, departments of youth policy.
