Abstract
The article presents an analysis ofthe current state of the housing construction sector. The indicators that characterize the structure of the housing stock, the commissioning ofresidential buildings. The analysis of the rating of the federal districts, as well as the regions of Russia in terms of housing construction activity, housing affordability, and price level is carried out, and the leading and outsider regions are indicated. The global trend of the problem under consideration is presented, the most active participants of the construction market are indicated. The general problems of the sphere of housing construction, as well as possible directions of their solution at the state level, are identified.

Abstract
The article discusses the prospects for reforming the customs administration system in the direction of simplifying foreign trade procedures and reducing the number of customs control tools. It is shown that the current dynamics of reducing the fiscal role of customs duties is not related to the deterioration of the quality of customs administration, but is due to external shock effects of an economic and political nature. This situation requires a review of the strategic priorities of the national fiscal and customs policy in the direction of creating conditions to reduce incentives to violate customs legislation, comply with the fiscal interests of the state, and encourage bona ide importers and exporters.

Abstract
The relevance of this work is confirmed by the fact that in the modern Russian economy there is a tendency towards a decrease in liquidity, as well as a continuing crisis in the financial sector, in connection with which the competition for inexpensive attracted resources is increasing annually. To expand the bank's resource base, it is important to use a competent customer attraction policy, which will be based on n cont aintaining the required level of diversiication, ensuring the ability to ind funds from any source and olling the balance of assets with liabilities in terms of maturity, volume and interest rates.

Abstract
The adaptation system acquires particular importance at the time of the formation of an organization or an increase in the level of staff turnover. At these stages, the manager cannot personally carry out the adaptation ofpersonnel, so there is a need to standardize the procedure for interacting with new employees, therefore, in the formation of an adaptation system. Regardless of what experience and seniority the employee had at the previous place of work, in the new enterprise he is faced with a production, logistical and social environment that is unfamiliar to him. The speed of an employee getting used to a new company and joining the team depends on many factors: profession, work experience, personal characteristics, etc. This article discusses the most priority aspects of adaptation for certain categories ofpersonnel.

Abstract
This work is devoted to the study of the life cycles of organizations and the analysis of financial instruments that are most suitable for certain life cycles. The problem of choosing the most optimal source of financing is relevant, since many companies often make mistakes when choosing financial instruments. To solve this problem, there are various theories and models of life cycles. At various stages of the life cycle, companies, including oil and gas companies, have access to more and more new fnancial instruments. As a rule, the basis for fnancing is a thorough analysis of the project or company and the factors affecting their well-being. There are various theories of the life cycles of organizations, in this work we will consider some of them and offer our own theory of defning the life cycle. Taking into account the peculiarities of life cycles, we present the optimal sources of fnancing. In the study, we will consider the existing life cycles of companies that are identifed by the scientifc community and characterize them. Based on the life stages proposed by various researchers, we will choose the most optimal ones for research.

Abstract
In this article discusses the concept of BPM systems, analyzes the stages of the origin andformation of the concept of BPM in the world practice. The article describes the methodology of using BPM technologies to improve the efficiency of business processes, describes the modern principles of business process management, used in conjunction with analytical software. Some software products that implement the BPM concept in practice are considered by analyzing business process data, monitoring their status and timely adjustment of actions. The conclusion is made about the possibility of implementing BPM not only in commercial activities, but also in educational activities, as well as in the activities of state and municipal authorities.

Abstract
Based on the identification of problems of production and consumption waste management in Russia, an expert assessment of the regional program «Waste» was made. The ranking of economic mechanisms for managing production and consumption waste is presented, depending on the socio-legal and economic conditions. The scale of the solution of the tasks set is due to the fact that in the field of effective management of production and consumption waste, there are problems of both subjective and objective nature, and ways to overcome them in the possibility of a qualitative assessment. The results of a multi-criteria analysis of the effectiveness of applying a group of six main economic mechanisms in the field under study are presented.

Abstract
The article analyzes the country-specific features of the non-tariff regulation and barriers as tools of neoprotectionism in the context of the global crisis, competition and significant restrictions in the use of customs and tariff regulation of foreign economic activity. The essence of neoprotectionism is revealed as a new phenomenon in the world economic relations between countries. It is revealed that the choice between protectionism and free trade as the principles of implementing the economic policy of the state is influenced by the state of world economic processes with their inherent contradictions, the peculiarities of the regionalization and integration processes, as well as the development trends in the world economy. The recognition of protectionism as a demanded international economic policy is shaped by the demand of society, entrepreneurs and the government. At the same time, the variety of subjects of international economic relations exert an exogenous influence on the implementation of the national states' policy (through the signing of trade agreements), thereby limiting the conditions for the implementation of protectionist policies.

Abstract
The article presents the goal-to develop recommendations for the implementation of measures to attract and employ citizens in the enterprises of the Far East. The authors analyze the economic potential of the region, present statistical data on the population in general and the working-age population in particular, and describe changes in the population structure in recent years. Separately, the state employment policy and specific measures to correct the difficult situation in the Far East are considered. The study identified the main causes of difficulties in the employment sector in the region, on the basis of which recommenda tions were proposed for the implementation of measures to attract and employ citizens in enterprises.

Abstract
The phenomenon of the confrontation between novice investors and institutional investors, expressed through the manipulation of the market by an impulsive crowd, is considered. The lawfulness of the actions of the participants of the events on the part of physical investors acting under the leadership of several people who had direct benefit from changes in the value of specific securities, in particular, shares, was studied. The probability of a similar situation in the Russian reality is estimated, taking into account the fact that the coronavirus pandemic has affected the level of income of citizens and the activation of their participation in the stock exchange.

Abstract
The purpose of the article is a theoretical consideration of the aspects of the development of small and medium-sized businesses in Russia and in the Stavropol Territory. From the standpoint of the research methodology, a comprehensive economic analysis, comparison, and generalization of scientific and educational literature on the development of entrepreneurship were used. Empirical methods included: questionnaires, personal surveys of managers of small and medium-sized enterprises; author's monitoring of the development of medium and small businesses in the region. Descriptive statistics allowed us to generate quantitative data on the stated problem and present them in tables.

Abstract
In modern conditions, one of the external factors - the spread of coronavirus infection-negatively affects the functioning of banks, the real sector ofproduction, consumption, causing credit risk, manifested both in banks and in their borrowers-legal entities, individuals. The purpose of the study is to develop tools for studying the impact of an external factor - a general pandemic on the level of credit risks of Russian banks and to justify the directions of their regulation by the credit risk manager. The study expands the theoretical understanding of the essence of credit risk based on the factor approach, taking into account the influence of this external factor, identifies general changes in the composition and structure of the income of the Russian population - the main criterion that determines the magnitude of credit risks in the context of a general pandemic, identifies the main measures of credit risk management aimed at improving the quality of the loan portfolio and reducing the impact offluctuations in the income of the population in the context of a global pandemic.

Abstract
The article discusses issues that characterize the main directions and rates of development of information technologies in the payment system, which determine a new trend in their development, setting the vector of practicality, compactness and convenience in everyday use. The transformation of the payment system from the point of view of its convenience for private clients is carried out in the direction of ensuring the availability of settlements around the clock. The demand for money transfers is presented on the example of Sberbank, whose activities are determined by the bank’s wide branch network, which ensures the availability of sending and receiving money transfers from individuals.

Abstract
The article is devoted to the research of the factors and the trends of the transformation of value chains in the light industry in the context of robotization of the economy. The following trends were revealed: growth of instability and dynamism; changing the sequence of links and transformation from linear to network structure; localization within national and regional boundaries; prosumerism; strengthening the diversity of intra- and inter-sectoral ties; changes in the distribution of profitability and power between individual links in favor of information and analytical, logistics structures and electronic trading platforms; reducing the impact of labor costs as a factor in the fragmentation of the value chain; increased transparency; reducing the need for outsourcing and simplifying value chains influenced by robotization. The inconsistency of some trends indicates an active phase of the structural transformation of value chains in light industry.

The article discusses theoretical approaches to the definition of the concept of «human capital» The following are three levels of factors (micro-, meso- and macrolevel) that affect the investment activity of enterprises in the development of such an important resource as human capital. Businesses should strive to maximize the size of a highly skilled workforce that will foster the development and implementation of innovation. Investment determines the reproduction of human capital. For this, human capital is assessed according to the principle of capitalization of future income. Also, the article presents several basic approaches to assessing human capital in an enterprise.

Abstract
Changing business conditions predetermines the constant search for effective business models. The article discusses the possibilities of a new format of business models - ecosystems - through self-organization and productive interaction of all participants to achieve a positive synergistic effect on goals. Using the provisions of the theory of ecosystems, economic and organizational theory, coupled with the concept of sustainable development and multi-attributive approaches, a conceptual basis for the ecosystem form of functioning of socio-economic systems of different levels and scales is proposed in the context of technological transformations and the growing digitalization of the world community. Comparison of existing approaches to understanding the essence of ecosystems made it possible to substantiate the prospects for applying the new theory of ecosystems to solve the problem of activating innovative processes in spatial and temporal scales.

The article deals with the concept and role of motivational management in the development of human resources of the organization.. The content and structure of motivational management according to scientific concepts are considered. It is proved that the resource capabilities of motivational management are much wider than the standardized system of personnel incentives. The article proves that the ability to individually motivate staff is the primary condition for the development of human resources, in general, the successful management of the organization. The analysis ofresearches is carried out, as a result of which it is established that professional competencies and abilities of employees will bring the desired results to the organization if the manager of the organization is able to apply the tools of motivational management in organizational and managerial activities, taking into account their individual professional and personal needs.

Abstract
This article deals with the issues of increasing the motivation of university students to study special disciplines by selecting students through testing for further participation in the Olympiad, on the example of the Olympiad in the discipline «Biological Chemistry». The author share their experience in drawing up various forms of test tasks for the qualifying round of the Olympiad in Biological Chemistry. The variants of tasks used during the Olympiad in the correspondence stage of the Olympiad are described. In the period from 2012 to 2021, about 1500 students from 58 Russian universities took part in the Olympiad among students of higher educational institutions of various fields. The growing interest in this Olympiad increases the level of competition, expands the boundaries of the Olympiad movement, and helps to form a unified educational Olympiad environment in biochemistry.

The article is devoted to the study of the problems of continuous professional physical education in the internal affairs bodies and is dictated by the importance ofphysical readiness, which at first glance does not cause visible doubts, as an important component of the overall combat readiness of employees. The article presents an analysis of the results of career guidance work with potential applicants of higher education institutions of the North Caucasus Federal district. The technology of work in the online format in the field of professional orientation of students of final classes or programs of secondary vocational education with disabilities is disclosed. Special educational needs are described, on the basis of which special conditions of the organization of higher education that can meet them are indicated. The article presents the results of a study ofpedagogical conditions that contribute to the formation of a favorable socio-psychological climate in the military collective of conscripted servicemen in the modern Armed Forces of the Russian Federation. Abstract
The article highlights and theorizes the foundations of quality management of productive age-appropriate development of a person in the system of lifelong education. The concept and models of quality management ofproductive age-appropriate development of a personality in the system of lifelong education have been clarified. The functions, principles, priorities, values and tendencies of management and quality assurance of the productive age-appropriate development of the personality in the system of lifelong education have been determined. The possibilities of using ideas and approaches of classical and innovative pedagogy in theorization and clariication of the quality of productive age-appropriate development of a personality in the system of lifelong education are revealed and scientifically substantiated. The possibilities of modeling the technology of productive age-appropriate development of a personality in the system of continuous education, taking into account the orientation of the professional training of the individual and the level ofprofessional education (SPE, VO, DPO), have been determined. The pedagogical conditions for optimizing the possibilities of managing the quality of the productive age-appropriate development of the individual in the system of lifelong education are identiied.
