Abstract
The article substantiates the relevance of environmental orientation of all activities of modern industrial enterprises. The interrelation of ecological orientation and innovative activity on the enterprises is defined. The author focuses on environmental innovation, provides a list of reasons why most modern industrial enterprises are not implemented environmental innovation. The article describes the results of the study ofpotential consumers of goods and services of some industrial enterprises located in Stavropol opinion in relation to enterprises implementing eco-oriented innovations. The interrelation of indicators such as environmental innovation, the image of the company and increase in customers amount is established. The conclusion about the relationship of environmental orientation of innovative activity of industrial enterprises and economic aspects of enterprises is brought down.

The set of prerequisites for the formation of effective innovation systems is considered, and the degree of their implementation in modern Russian conditions is also characterized. It establishes the correspondence of the current normative and legislative basis ofRussia to the forms of external support for innovation that have developed in world practice.

Abstract
The article sets as the goal on the basis of the integration analysis of the external environment and the internal capacity of the enterprise to develop a number of targets that can serve as the basis for the formation and subsequent implementation of the company's market strategy. Within the framework of the research, it was solved the task to determine the theoretical foundations and practical applicability of the most popular approaches, including the model of Michael Porter and SNW analysis, during the formation of an enterprise development strategy. The study has given a possibility to identify a number of targets, among which goals, indicators that are to be calculated when evaluating and monitoring the process of implementing a strategy, and their target values, to offer a set of initiatives enabling a phased adjustment of the strategy during its implementation.

In this article the problem of adaptation ofpersonnel policy of the enterprise to modern requirements of the market environment is considered. The authors analyze the ongoing changes associated with the irreversibility of economic reforms. Authors state that the movement towards healthy competition, forces enterprises to pay considerable attention to the long-term aspects of personnel policy. The analysis made it possible to draw a conclusion about the importance of competent selection, placement and use ofpersonnel as a necessary condition for improving the stability of the enterprise in a competitive environment

The article deals with the problems arising in the process of organization of paid (commercial) educational services. The characteristic of educational services is presented, the main types of paid educational services are characterized. The properties of paid educational services as a subject of entrepreneurial activity are analyzed, conclusions about the effectiveness of the provision of paid services in the field of education on the example of municipal educational organizations of the city of Tambov are drawn. The article is of interest to specialists involved in the provision ofpaid educational services, for the heads of educational organizations, as well as for students studying marketing and management.

Abstract
The modern state is looking for all sorts of ways to «stay afloat», developing modern systems for collecting and processing information, promoting products, current self-promotion mechanisms, etc. At the same time, the designated products are being introduced not only at the level of separate individuals, business structures, but also at the level of the public administration system. The «e-government» system seems to be precisely such an instrument for optimizing interaction in the ((population - business - state» system that is intended, primarily, to increase the speed and quality of public services, reduce bureaucratization in the country, and also to establish compliance with the level of informatization of the public administration system. However, in the race to achieve leading ranking positions on the world stage, some countries forget about the need to ensure their own security, both national and its individual components - economic and informational. They do not always take into account that modern information systems, along with their absolute advantages, pose threats to the national economy, which can adversely affect the life processes of society. It is this fact that determines the extreme relevance of the study of the specifics of new threats to economic security and the development of effective mechanisms for their leveling.

Abstract
In article need of transformations and definition of new approaches to implementation of the state tax management is proved. As the main priority objectives of tax management by authors are offered elimination of poverty in certain territorial subjects of the Russian Federation and reduction of level of differentiation of income of the population. The following innovative instruments of tax management: a free tax minimum (creation of threshold level of income during which lower-income strata will be exempted from payment of taxes, will allow to minimize loading) and also tax benefits are developed. As a result of realization of the directions offered by the author it is obviously possible to level social and economic inequality at the mesolevel.

The innovation process consists of stages, actions, processes, activities, where all the innovative resources or innovative potential is aimed at achieving the main goal - the achievement of innovative development, the implementation of innovative activities by all subjects of the innovation system. Innovation process management involves a set of measures and activities aimed at forecasting, planning, analysis, organization, regulation, support, implementation, control, evaluation of the innovation process as a whole, where the entire innovation system operates in conjunction, interaction to achieve this goal. In general, the innovation process should be considered as a system in which all components interact with each other and act as a whole.

Abstract
The article substantiates the impossibility of expanding the strategic opportunities of socioeconomic development of the country without changing the technological structure and full compliance with the global trends of scientific and technological development. The analysis of the development of digital technology in Russia and abroad. It is shown that the use of public-private partnership (PPP) in the conditions of digitalization of the economy has, with its own peculiarity, the creation of information systems, virtual models, open information portals reflecting the promotion of PPP projects along the stages of their life cycle and their relationship with stakeholders. The main limiting factors of effective implementation and development ofjoint significant projects with the participation of the state and business on the terms of mutually beneficial cooperation are given. The main priority directions of development of modern economy are deined.

Abstract
The article analyzes the low level of labor productivity in the country, identifies a number ofproblems that constrain the growth of labor productivity, as well as the directions of its increase. It is established that the increase in labor productivity is the most important factor that ensures the growth of the national and regional economy. One of the priorities in this area for coming years (2019-2024) should be the implementation of a national project of labor productivity growth. The key objective of this project is to stimulate interest on the part of regional and federal authorities, enterprises and to ensure the growth of labor productivity in enterprises of basic non-resource industries. The national project will include measures to encourage enterprises to increase productivity, reduce administrative and legal restrictions, create a system of management training, etc. An important link in this project is the development and implementation of labor productivity programs in the regions of the Russian Federation and enterprises of the regions.

Abstract
This article proposes a comprehensive solution of three linear programming problems: Transport problem (logistics problem), Maximum flow problem, Center allocation problem. Similar tasks in the proposed complex formulation often arise at enterprises in the process of making decisions on expanding the warehouse base with the subsequent determination of the optimal process for the operation of warehouses as points of shipment to the consumer. The basic algorithms for finding optimal solutions are considered, a complex task is formulated, a model is built and a solution algorithm is implemented, and comparison of the existing method and author's method is carried out. The proposed model can be used in any enterprise where it is necessary to find the best combinatory variantfor delivery in order to minimize the cost of transporting of the finished product. Such a task corresponds exactly to the economic situations when an enterprise will have to deliver products using a known transport infrastructure, taking into account the cost of transportation. The task that we have solved appearedfor the first time at a timber processing enterprise. Such a problem is non-trivial combinatorial.

The peculiarities of modern socio-economic development of Russia and its geopolitical position predetermined the choice of the agricultural sphere as a priority of modern state policy. In recent years, the problems of the development of the agro-industrial complex (hereinafter referred to as the AIC) have been actively discussed both at the legislative and the executive levels, and round tables, forums and specialized seminars are regularly held to discuss programs for the development of the agro-industrial complex, mechanisms for supporting agriculture and strengthening its material-technical base. In this regard, issues of improving tools to support agricultural producers, including taking into account the best foreign practices, are of particular relevance.

Abstract
The article, for the first time, raises the issue of including descendants of noble families of the Russian Empire as a social resource into the enrollment process of the administrative and political elite of Crimea republic. It also proposes economic, biological and socio-political substantiation of the expediency offorming a fraction of the administrative and political elite of Crimea consisting of descendants of noble families of the Russian Empire and members of society who are close to them in terms of ideology. Some aspects of the socio-economic performance of the elite from the point of view of its key function in shaping the foundations of civic consciousness and the identity of the whole society are considered. Key features of the "historical" elite are identified and analysed. The expediency and socio-economic effectiveness of the restitution of the property of noble families, its point-individual character are substantiated.

The investment attractiveness of a region is a system or a combination of various possibilities that together determine the potential effective demand for investments in a region.

Abstract
This article describes the features of personnel management on the example of the largest bank in Russia - PJSC «Sberbank». The characteristics of the bank's activity and the main performance indicators are briefly given. The methods of motivation and training of employees and the relationship between personnel policy and the success of the bank, as well as the role ofpersonnel management in the financial sector are investigated. Human resources management using a systematic approach directly affects the effectiveness of any organization. Competent personnel management, growth of competitiveness of employees acts as one of key components of all bank management.

The purpose of the article is to identify and substantiate the psychological and pedagogical conditions for the creative development of children in the conditions of an art pedagogical oice. The results of the research described in the article can serve as practical material for the work of teachers and psychologists ofpreschool educational institutions who use art-pedagogical technologies for the creative development of children in their activities. Accumulated theoretical material can be proposed for use by teachers of pre-school educational institutions for the design of an art-pedagogical oice, which is one of the main forms of creative development and acts as a factor developing the creative abilities of preschoolers.

Abstract
The central issue of the article is the actualization of pedagogical support of advanced training for FPS (Federal Penitentiary Service) employees in Russia. The author's understanding of the goals and content of the pedagogical support of advanced training of FSIN employees is presented. The authors analyzed the main approaches to the problem, revealed the essential features of the process ofprofessional and personal development. The article presents the data of the expert survey (experience of at least 10 years in a managerial position in the structure of the Federal Penitentiary Service of Russia) on the issues of refresher courses for the Federal Penitentiary Service of Russia officers. It is shown that the implementation ofpedagogical support of advanced training requires the creation of special organizational and pedagogical conditions, will contribute to the development of professional and personal potential, professional and personal improvement of the employee and his further service and professional growth in the Federal Penitentiary Service of Russia.

Abstract
This study describes the organization and analyzes the results of the conducted verification pedagogical experiment on the introduction of e-learning courses on the English-language training of students on the basis of Sevastopol State University into the educational process. The processing of the obtained results by the methods ofprincipal components and analysis of variance showed the effectiveness of this implementation in terms of improving students' academic performance in English.

The article reveals the concept of students' autonomous learning activity as a way to form a new level ofpersonality within the framework and context of lifelong learning. The article analyzes the features of educational and cognitive activity within the context of self-regulated learning as a means offormation of the autonomous person, also analyzes content and structure of mental activity organization. In the digital educational environment, the role and place of mobile technologies are defined as the mechanism of formation of an autonomous person as a self-regulating unit of the educational process. The article aims at the systematizing and regulating information about the organizational and pedagogical conditions of the formation of autonomous learning skills of high school students, identifying the speciics of digital educational technologies within the context of self-regulated process to achieve the autonomous effect of the students 'personality. The theoretical justification of the problem discussed in the article is one of the most urgent relevant problems in the field of national professional education and requires further development.

Abstract
This article is focused on the problem of spiritual and moral upbringing of the younger generation, which is of particular importance in adolescence. The information about the procedures used to diagnose the level offormation of moral qualities and moral standards, the characteristics of the moral behavior of adolescents and the degree of ethicality of their actions are presented in the article. Theoretical materials and empirical data presented by the author can be used in the practical activities of class teachers of the primary school, as well as in the work of the teacher-psychologist in the development and implementation of programs of spiritual and moral upbringing.

Abstract
The article deals with the key definitions adopted in the domestic and foreign theory and practice, such as «family education», «home schooling», «home education», revealed their significant differences. The analysis of the legal basis, approaches to the organization offamily education in Russia, USA, Canada and Europe is presented. The article analyzes the practice of family education in Russia and abroad, describes the problems and variations of the organization of family education, the risks of using alternative forms of General education outside the educational organization, as well as ways to overcome them. Considerable attention is paid to the study of diferent points of view on the reasons for the choice of parents home schooling, performance indicators and the feasibility of this form of education.
