Abstract
The article is devoted to the analysis and simulation of ways of starting the asynchronous motor of auxiliary supplies using direct start, starting through the autotransformer, starting with the frequency converter, starting from star to delta and starting with capacitors using the example of an asynchronous motor of type AO2-72-2U3 with a capacity of 30 kW and a voltage of 0.4 kV, usedfor drive of the drain pump of turbo-generator 7A of the current TPS No.1 in Dushanbe of the Republic of Tajikistan [1]. Simulation of asynchronous motor starts with different auxiliary devices is implemented in the software complex ETAP (Electrical Transient Analyzer Program, OTI USA) [2]. The induction period of the asynchronous motor is characterized by a high starting current, and the bus to which the starting asynchronous motor is connected experiences a voltage drops, which causes some problems with the loads connected to this bus. Various ways of starting the asynchronous motor are used either to reduce the starting current or to reduce the voltage of the bus. The results of analysis and simulation were drawn, compared with the existing data.

Abstract
The article substantiates the relevance of finding progressive forms and ways to stimulate innovation in modern conditions. The importance of the use ofprogressive forms and methods ofstimulating innovation in the economy of the country is determined. The author focuses on the study of progressive forms and ways to stimulate innovation, characterized the reasons for not high innovation activity of most modern enterprises. The results of the analysis of forms and methods of stimulation of innovative activity applied within the framework of already developed projects and programs are described. The conclusion is made about the importance of the chosen tools for stimulating innovation activity depending on a number of parameters such as the type of economic activity, the level of motivation of senior staff, the structure of the enterprise and other aspects.

Abstract
The article is devoted to the study ofproblems of institutional regulation in agriculture in Canada, China, the USA, Australia and the countries of the European Union. It reflects a situation in which the authorities of these states apply formal rules in the vector of primary support for capital-intensive farms and agricultural holdings. As a result, the framework for the development of the family farming movement is narrowing, since low-income economic institutions cannot cope with the consequences of market failures.

Abstract
The article explores pressing issues of production automation in the light industry, distinguishes the distinctive features of its implementation in the field of small business and large enterprises. The goal of scientific research was selected and implemented: to analyze automation options at various stages of production, including the example of light industry enterprises in the Stavropol Territory. The theoretical and methodological basis of the research is made up of scientific works of domestic researchers in the field of light industry, a variety of media and interviewing industry professionals. Arguments are presented conirming the importance of automation of light industry and the need for its implementation in the Stavropol Territory and Russia.

The article presents the development of a comprehensive methodology for monitoring innovative activities of educational organization in the regions of Russian Federation. To achieve the stated goal, the indicators of innovative activity of educational organizations were identified, which allow to assess the level of their innovative activity. The complex integral indicator of innovative activity of educational organizations was offered and its criterion values were proved. The development of a methodology for monitoring innovative activity of educational institutions will allow to create a system for monitoring innovative activity and level of innovative activity educational organizations with further implementation in the form of a software product.

Abstract
The purpose of the work is to highlight the current state in terms of housing security and analyze the world and Kazakhstan's experience in solving problems of availability of adequate housing. The study used comparative, statistical and graphical methods of analysis. In a world where a social market economy is developing, social policy should be aimed at improving the well-being of the people, including ensuring decent living conditions. As a result ofthe study, international experience and policies on providing adequate housing for all segments of the population were presented. In the course of the analysis of the world policy in the field ofproviding adequate housing, the main directions of improving the Kazakh model for providing affordable housing were identified.

Abstract
The relevance of the topic of the study is determined by the fact that most States of the world have concluded that education is the basis for the development of society, the nation and the State, the guarantee of a decent future. The authors analyzed the main conceptual approaches to defining the essence of the concept of State policy in the field of education, specified the content of this concept, identified and described the existing mechanisms for the implementation of State educational policy. During the study, the authors considered the system of education management on the example of the activities of the Department of Education and Science of one of the cities of Russia to form and implement state policy in the field of education. The main problems of the education system have been identified, which are related to the following aspects. The authors highlighted the main directions of improvement of the state policy in the field of education, which require the use of methods ofprogram-targeted management, ensuring system solutions and rational spending of budgetary funds, as well as marketing approaches, providing extra-budgetary sources of financing.

Abstract
The research paper features materials describing processes during changes in the typification of retail companies under the influence of the socio-economic situation in Russia and determined by the processes of trade companies' self-organization and self-regulation in conditions of market-economy relations. The publication analyzes retail trade development trends and the influence of consumer behavior trends on charging formats of retail companies and reflects incipient welfare-oriented activities of retail companies at a time when a substantial differentiation of popular incomes is being posted. Abstract
In this article the position of Russia is analyzed in the ratings of international organizations studying various aspects of the investment attraction of countries. The features of the investment climate in Russia were also considered, the constituent entities of the Federation were divided by the investment climate, the sectors that were most attractive for investment were identified, the indicators that were taken into account when setting a general assessment of the state's investment attractiveness in international ratings were identified. In addition, we considered factors that play a negative role in shaping the country's investment attractiveness from the point of view offoreign investors, and also we are developed recommendations for improving the investment climate in the Russian Federation.

The use of acmeological approach by researchers of human capital is connected with the new role of human capital in conditions of innovative economy. In the article the concept of professional acme is added to the discussion on innovative activity of human capital. It allowed to consider socially significant professional acmes as qualitative characteristic of the human capital of innovative economy - set of subjects (actors) of innovative transformations, and personal professional acmes as characteristic of human potential of innovative economy that it creates the reasons for use of akmeologichesky tools for assessment of a personnel component of innovative potential of economic systems. The composition of acmeological technologies and methods of development of human capital of the innovative economy is expanded by the inclusion of: creation of acmeologically saturated professional environment and presence of akme-events, which can become an impetus in professional development, creating external conditions of appearance of akme in professional development and raising the level of human capital of the innovative economy.

Abstract
This article discusses the main types of corporate fraud ofoil companies in Russia. Indicators of abuse and violation of the anti-corruption policy of oil industry enterprises are highlighted. It was emphasized that the ineffective work of economic security units and the widespread corruption in oil companies contribute to an annual increase in financial losses. The study presents the main methods of theft of oil products in the segments of oil production, oil refining and sale of oil products. The authors identified the main causes of corporate fraud in the theft of oil and oil products. The article established that the main task of the anti-corruption policy is to prevent corporate fraud by monitoring precursors, indicators ofpossible abuse.

Every year the number of foreign students in higher educational institutions of the Russian Federation. Abstract
The article defines the essence and basic characteristics of automated training systems based on information and communication technologies. An automated learning system is a technology that can automatically adjust the educational process in accordance with the actual level of educational achievement of a student, as well as his individual characteristics. A comparative analysis of individual traditional and automated training systems based on information and communication technologies was carried out. There are several indicators based on which you can determine whether the training system is individual. It is worth noting that individual training systems are only beginning to actively develop and gradually introduce -such systems have not yet become widespread even in the developed countries of the world. In our opinion, in the future, individual training systems will become the engine for the development of new pedagogy, a strategy for personifying education and expanding learning opportunities.
