Abstract
With the growth of energy consumption in cities and the reliability of power supply systems, more and more attention is paid. One of the indicators of the reliability of power supply to consumers is the average time of the post-emergency restoration of the line. When operating cable lines, it is important to have data on the flow of failures in cable lines and the average time of their recovery. And also take into account the seasonal changes in the flow of failures in urban cable lines and consider the influence of the flow of failures on the recovery time of the line.

Abstract
In order to reduce energy losses in Iraq's networks with a voltage of 400-132 kV, simulation of modes and optimization of voltage and reactive power in the RastrWin3 software package were performed according to the data of the SCADA. As a result of optimization of the maximum load flow, the total active power losses decreased by 12,7 % - from 517 to 451 MW, and of the minimum load flow by 7,04 % - from 229.7 to 213.5 MW, which corresponds to an annual reduction in energy losses by 385 million kWh or annual savings of 21 million US dollars. It is shown that the main effect is achieved by reducing losses in 132 kV lines. It is established that the network Q/V optimization module in the RastrWin3 does not take into account the change in transformer no-load losses and corona losses in overhead lines in the optimized function, which requires additional research to study their impact on optimization results.

Abstract
Despite the fact that the problem of saturation of current transformers (CT) has been known for a long time, it has not lost its relevance now. Cases of malfunctioning as a result of oversaturation of CT are still recorded today. This is due to the fact that the old current transformers were not designed for the modern network parameters, and the new ones are chosen according to the principle the cheaper the better, which means that the quality of the electrical steel alloys of such transformers leaves much to be desired. According to the letter, the Ministry of Energy of the Russian Federation [6] is analyzing electric power facilities for the saturation of current transformers, as well as orders for research and development on the possibility of relay protection devices to work with saturation of current transformers. This article proposes a method for determining the saturation of a current transformer, due to the magnitude of the correla nun coefficients of adjacent measuring devices.

Abstract
The article analyzes the trade effects of the creation ofthe Eurasian Economic Union and determines the economic consequences for the participating countries within the framework of the preferential instruments of customs and tariff policy used. The hypothesis of the influence of mutual protectionism on the effectiveness of the functioning of the integration association is tested. The results showed that the use of mutual protectionism instruments in relation to sectors of the economy that were previously not sufficiently protected in the markets of the participating countries became more competitive in price parameters due to the increase in customs duty rates, there was also a decrease in trade costs due to the uniication of non-tariff barriers, which increased the attractiveness of national markets for foreign companies, since the magnitude of the resulting positive effect exceeded the damage caused by the increase in customs duty rates.

Abstract
BANKS ON INVESTING IN BONDS The banking system in the course of its activity acts as a complex dynamically developing system subject to a variety of different risks affecting the final results of the activities of a credit institution. One of the most important factors of the stability of the banking system and the least risky way of investing for a commercial bank is to attract bonds. This factor is closely related to the rapid development of the stock market. The article presents an analysis of the ruble corporate bond market for investment by commercial banks and risk minimization. At the same time, the average modified duration was calculated by sectors of the economy. The bonds were ranked according to various criteria, by sectors of the economy, and by reliability. The results ofthe analysis of various methods for determining the riskiness of bonds are presented. The conclusion about the influence of the key rate on the price of bonds is given. Abstract
Establishing a national system for the supervision of money laundering and terrorist financing is critical to effectively mitigate the global global problem of money laundering. This system should be formed on the basis of a balance between the requirements of the national regulator and the Financial Action Task Force on Money Laundering (FATF). The FATF expects countries to identify, assess and understand the risks of money laundering and terrorist financing, and then develop and implement a national anti-money laundering (AML) and terrorist financing (CTF) regime, and also suggests that supervisors and regulated inancial institutions should conduct their own assessments of money laundering risks and implement effective controls, banking policies and procedures to reduce the occurrence of this phenomenon in the economy, which is a prerequisite for preventing crime. The article discusses the issues of assessing the scale of money laundering in Russian practice, the development of the shadow economy and the level of banks' involvement in financial fraud, formulated author's recommendations to reduce the spread of this type of crime and their prevention.

Abstract
The article discusses the problems of achieving sustainable development of retail business in the context of updating the environmental agenda and minimizing the negative impact on the environment. Innovative and marketing technologies are argued as alternative tools for increasing business activity and competitiveness of Russian retail. Their coupling from the positions ofperforming a reactive and proactive role of retail business in the greening of consumption allowed us to form a matrix of scenarios for choosing solutions to the problem of activating innovative processes and technological transformation of marketing for sustainable development. Practical testing on the materials of the ecobrand «Ekolavka» in Stavropol has shown that safety and sustainability are becoming so important for many customers, thet it is no longer worthy for retail to offer environmentally friendly products to make a positive impression on them - it is necessary to create new formats of relationships with consumers in which value is generated during the search, selection and after the purchase, turning the transaction into a unique consumer experience.

Abstract
The article analyzes the existing organizational and legal forms of commercial corporations in the Russian Federation. Their constructive disadvantages resulting in unpopularity of most organizational-legal forms, due to the lack of economic feasibility of creation of corporations in such forms are revealed. The most significant criterion for determining the attractiveness of this or that organizational-legal form, related to the presence of guarantees of investors' rights, was revealed. According to the results of the study, ways to increase the popularity of various organizational-legal forms, by eliminating the existing design drawbacks and limitations existing mainly in all organizational-legal forms of commercial corporations, with the exception of business entities. The elimination of the disadvantages of all organizational-legal forms of corporations is aimed at facilitating the integration of Russian corporations into the international economic space.

Abstract
Changes in the 2014 Tax Code expanded the operation of the cadastral appraisal institute and shifted attention from land appraisal to capital construction projects. But this also gave rise to a new wave of questions about the reliability of the cadastral assessment. One of the stumbling blocks was the accounting (exclusion) of land from the value of the capital construction object. This article is devoted to the methodological substantiation of the use of an alternative method for calculating the value of land in a single real estate object in conditions of a lack of initial information necessary for the implementation of the traditional methodology of comparative sales. As part of the research, using regression analysis, 10 different factor models for calculating the share of land and recommendations for their use were given. The alignment was carried out on the basis of a linear function, the quality of the obtained functions was assessed using the indicators of the correlation coefficients, determination, average approximation error and Fisher's F-test). The results of the survey can be used in the practice of cadastral valuation, as well as in market valuations prepared for court hearings when challenging the results of the cadastral valuation. Abstract
In article we propose the formalization of models and to describe the process of analysis and measurement of information risks for IT-systems of the organization. The proposed model complies with international standards and recommendations for non-profit organizations. The factors of the conceptual model, the significance and correlation of the relationship of factors, which was first carried out for commercial and non-commercial (budgetary) organizations to describe the economic result of their business process, are described. The model takes into account solutions used in well-known and recommended world standards and methods of risk analysis, and provides an assessment of the effectiveness of these information security solutions.

Abstract
The article presents the results of the analysis of the structure of the revenue side of the consolidated budgets of the constituent entities of the Russian Federation. The assessment of the measures of materiality of the structural differences in the incomes of the consolidated budgets of the subjects of the Volga Federal District in 2005-2019, based on the obtained values of the index V. M. Ryabtsevo regions are grouped according to the depth of the changes that have occurred. Also, using a variational analysis, the differentiation of regions by the level of budgetary provision is shown. The relationship between the level of economic development of a region and its budgetary provision has been investigated.

Abstract
The article discusses the features of the requirements of certain groups of users to the content of information on equity capital. They are connected with the fact that management, shareholders and potential investors show interest in various aspects of its formation, movement and efficiency of use. As a result of the study, a diversification of forms of analytical presentation of information on equity capital, reflecting the most popular financial reporting data and analytical indicators, was proposed. When compiling the forms, the features of the formation of data under RAS and IFRS were taken into account. Abstract
According to modern digital models of interaction, the development of dialogue between business and the state is one of the priority directions of state policy in this area. At the legislative level, a number of basic mechanisms of interaction between business and the state are enshrined: public advisory councils, the institution of appeals, the activities of business unions and associations, etc. Nevertheless, as the results of the expert discussion showed, the situation in the sphere of interaction between the authorities and business structures does not contribute to the development of effective use and a full-fledged bilateral dialogue between business and the state.

Abstract
The article describes the results of a study of the latent and obvious riskiness of socio-psychological conditions that form the psychological readiness for addictive behavior of student youth. The study involved 2 463 respondents aged 17-25 years. It has been established: young people of socionomic professions are more susceptible to the influence of the group than others, they are inclined to risk (danger), they are more anxious, impulsive, more often than others experience a state of frustration and are ready to accept asocial attitudes of society. Protection factors are most pronounced among respondents of techno-economic (engineering) professions. These indicators make it possible to increase the socio-psychological resistance to the effects of risk factors.

Based on the analysis of the main directions of development of scientific and educational activities in the higher education system of the NCFD, taking into account the goals and objectives of digital transformation, the most important measures and mechanisms of its educational, methodological and scientific components are highlighted in the article. Abstract
The article describes and argues the tools of experimental work to identify the level of formation of self-education competence and the state of subjective well-being of students, presents the main diagnostic results; analyzes and interprets the results ofempirical research in the field of considering the interdependence of the level of formation of self-education competence and the state of subjective well-being. Conclusions about the interdependence of the processes of developing self-education competence and increasing the level of subjective well-being are presented. It is also concluded that it is necessary to take into account the correlation of the state ofsubjective well-being and the level of development ofself-education competence when building a psychological route for personal development and a pedagogical model of the educational process.
