NEW APPROACHES TO FORMATION AND REALIZATION REGIONAL SOCIAL AND ECONOMIC POLICY

Abstract

In the Russian conditions of managing a significant problem is differentiation of regions on the level of social and economic development which, in turn, defines quality of life of the population of the region and the general wellbeing of the territory. The few regions can be unambiguously carried to self-sufficient and dynamically developing, obvious lag of regions on the level of development owing to various reasons often takes place. Such difference in development of certain territories is caused as the objective factors, for example, connected with the available climatic conditions, resource potential and administrative, i.e. gaps of the realized regional social and economic policy. In article an attempt of a research of typology of regions is made, theoretical questions offormation and realization of regional social and economic policy are considered. The concept «situational and pulse approach to management of regional economic systems» is opened. It is proved that this approach will allow to level in the course offormation and realization of regional social and economic policy continuous, line impulses of the environment of an environment and to transform in their way, predictable for the state.
