Abstract

Introduction. The study offers an attempt to structure the tools for the formation of a tourist and recreational cluster. The urgent need to develop both national economy and individual territories, and to increase their competitiveness at the international level preconditions the relevance of the issue. Currently, under the conditions of sanctions pressure and difficulties in obtaining visas to a number of countries, the demand for domestic tourism has increased, so the regions of the country compete with each other not only for foreign tourists, but also for domestic travelers. The formation of tourist and recreational clusters using modern tools will increase the competitiveness of the regions and accelerate the pace of their economic development.
Goal. The purpose of the study is to identify and systematize tools for creating and developing a tourism and recreational cluster at the regional level.
Materials and methods. The study used such scientific methods as logical analysis, a systematic approach, generalization methods and other. In the course of the study, traditional cluster formation tools were analyzed.
Results and discussion. The author focuses on the conditions of the cluster functioning and the tools that ensure each of these conditions. Special emphasis is placed on the fact that a cluster is a voluntary association of companies based on the initiative and interest of business in joint development. The methods of state regulation of the economy contribute to the formation of favorable business environment and an attractive investment climate on a certain territory. The methods of the digital economy make it possible to meet the modern needs of tourists and create an innovative product – a new tourist experience.
Conclusion. As a result of the study, it is shown that a wide range of tools can be used to create and develop a tourist and recreational cluster, which makes it possible to increase the efficiency of the functioning of such a cluster as a whole and each individual company in particular.
