The role of education and science in the digital transformation of society

Abstract
At the present stage of the cultural development of Russian citizens, a transition from the position of sharply negative criticism of economic methods and the results of their application by the USSR to a more loyal, and sometimes approving view of some positive effects from their application, is characteristic. The author drew a parallel between the electric power system in the early stages of the existence of the USSR and the digital economy at the present stage of Russia’s development, which made it possible to substantiate the correctness of the state’s position regarding investment in the innovative digital sphere as a necessary part of interaction with the global digital economy. Comprehensive author’s study of the problem of digitalization development. Presentation of the author’s study of analogies in the development of large-scale government projects. In the process of writing the article, economic, statistical, logical and other methods of studying, processing and summarizing information were used due to specific goals and objectives. As a result, the general principles characteristic of both projects during implementation and further functioning are presented. The choice of the pole of development is made by the state, as it has logistical, financial, and most importantly administrative capabilities that become tools and infrastructure for the implementation of projects. In the case of both GOELRO and digitalization, the development vector is set by the state, and additional resources are drawn to it in the form of commercial structures. Both projects described above are characterized by general principles for implementation and further functioning.
