EVALUATION OF THE SOCIAL COMPONENT OF INNOVATIVE CAPACITY OF REGIONAL SYSTEMS AND THE MANAGEMENT OF ITS DEVELOPMENT

The essence and components of the innovation potential highlighted the social, economic, financial, scientific and technological, organizational and legal innovation potentials, proposed performance indicator of innovative potential use, to the social component of the innovation potential include: the proportion of people employed in science and high-tech industries, the number of students in higher education, the proportion of people with higher education and scientific degree, the wages level of persons employed in research; based on calculations of isolated leaders and outsiders of social innovation rankings, the reasons for its low level. It is concluded that the effect may be an outflow of highly qualified personnel of high-tech industries in other, more highly paid sectors ofactivity. The system ofmanagement measures the social component of innovative potential.
