Введение. Растущая дифференциация субъектов федерации по уровню развития актуализирует формирование и стимулирование точек роста, особенно в отстающих регионах.

Цель – обоснование кластерного подхода в управлении туристскими территориями как точками роста экономики регионов и направлений регулирования их развития.

Материалы и методы

Материалы и методы. Исследование построено на обобщении научных работ, посвященных вопросам поляризованного развития экономического пространства, применения кластерного подхода к регулированию социально-экономических систем.

Результаты и обсуждение

Результаты и обсуждение. На основании положений концепции поляризованного развития и теории кластеров выявлены основные черты туристско-рекреационных кластеров как потенциальных точек роста и обоснованы направления их регулирования.

Заключение

Заключение. Туристско-рекреационный кластер обладает характерными для точек роста характеристиками: высокие темпы роста спроса, территориальность, инновационность, влияние на развитие прилегающих территорий. Поле экономических взаимосвязей субъектов кластера выходит за его рамки, что объясняет разрыв между действительным и желаемым эффектами от его функционирования. Тем не менее государство должно поддерживать туристские кластеры, обеспечивая таким образом основу для будущего развития региона. Основные направления их регулирования заключаются в стимулировании инноваций в соответствии с концепцией четырехзвенной спирали, следовании критериям устойчивого туризма, развитии межрегиональной интеграции.

Introduction. The growing differentiation of the subjects of the federation by the level of development actualizes the formation and stimulation of growth points, especially in lagging regions.

The goal is to justify a cluster approach in the management of tourist areas as points of growth of regional economy and directions for regulating their development.

Materials and methods

Materials and methods. The study is based on generalization of scientific papers on the polarized development of the economic space, the application of a cluster approach to the regulation of socio-economic systems.

Results and discussion

Results and discussion. Based on the provisions of the concept of polarized development and the theory of clusters, the main features of tourist and recreational clusters as potential growth points were identified and the directions of their regulation were justified.

Conclusion

Conclusion. The tourist and recreational cluster has characteristics characteristic of growth points: high growth rates of demand, territoriality, innovation, influence on the development of adjacent territories. The field of economic relationships of cluster subjects is beyond its scope, which explains the gap between the actual and desired effect of its functioning. Nevertheless, the state must support tourism clusters, thus providing the basis for the future development of the region. The main directions of their regulation are to stimulate innovation in accordance with the concept of a four-link spiral, follow the criteria for sustainable tourism, and develop interregional integration.
